Job Description

 

POSITION TITLE:

Accounting Officer I

(Contract Position)

POSITION GRADE:

Grade 1 (a)

DEPARTMENT:

Finance

REPORTS TO (JOB TITLE):

The position reports to:

A. POSITION PURPOSE:

The Accounting Officer I reports to the Accounting Officer II and is required to perform the activities relating to the administration of the accounts, revenues, and expenditure of the Company.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

  • Prepares general ledger journals.
  • Performs a cross check of project accounting adjustments/journals.      
  • Prepares and maintains overall project budgets.
  • Reviews bank reconciliations.
  • Collates/prepares project cash flow forecasts based on the above.
  • Maintains fund accounts (matching funding lines with project expenditure).
  • Prepares monthly drawdown requirement.
  • Maintains claims register (adjudicated etc. for cost management).
  • Maintains payment certificates registers.
  • Reviews journals for WIP/Profit or Loss recognised on contracts/project receivables, payables/retention, advanced payments and mobilisation.
  • Maintains performance and advanced payment bonds.
  • Independently tracks the defects liability periods for releases of retention.
  • Prepares PSIP and draft Estimates of Expenditure for government budgeting cycles.
  • Prepares and processes monthly payroll and related statutory deductions and remittances.
  • Maintains general accounts related to cash transactions, general ledgers and journals.
  • Inputs data from supporting records and makes adjusting entries to facilitate the preparation of financial statements.
  • Records assets.
  • Prepares trial balances, routine statements, vouchers, cheques and schedule of accounts.
  • Collates and prepares particulars of contributions to various funds.
  • Monitors and updates necessary Finance files.
  • Assists in the preparation of the annual estimates and in the preparation of accounting reports and/or statements.
  • Daily reconciliation of sales reports to the General Ledger.
  •  Monthly reconciliation of Quarry customer accounts in the General Ledger to EMBD’s bank account receipts.
  • Approval of bill payments.
  • Preparation of annual tax returns and approval of quarterly tax calculations.
  • Prepares annual audit schedules.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Must be pursuing ACCA Advanced Diploma in Accounting and Business.

Experience: Desired

  • Five (5) years’ experience in a similar position.
  • Experience in Public Sector/State Enterprise will be considered an asset.

Behavioural Competencies: Desired

  • High degree of integrity.
  • Highly confidential.
  • Must be methodical and accurate.
  • Ability to establish and maintain effective working relationships.

Technical Competencies: Desired

  • Proficiency in the use of SAGE or any other accounting software.
  • Proficiency in Micropay payroll software usage.
  • Proficiency in the Microsoft Office Suite.
  • Knowledge of general ledger accounts.
  • Knowledge of Public Procurement and Disposal of Public Property Act 2015, as amended.
  • Sound knowledge of statutory deductions and regulations related payroll. 
  • Knowledge of internal control procedures.
