Job Description

 

POSITION TITLE:

Accounting Officer II

(Contract Position)

POSITION GRADE:

Grade 2 (b)

DEPARTMENT:

Finance

REPORTS TO (JOB TITLE):

The position reports to:

A. POSITION PURPOSE:

The Accounting Officer II reports to the Accountant and is required to perform the activities relating to the management of the accounts, revenue and expenditure of the Company.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

  • Prepares monthly journals.
  • Performs a cross check of project accounting adjustments/journals.
  • Prepares bi-monthly VAT returns.
  • Prepares quarterly Corporation tax, Business Levy and Green Fund payments.
  • Prepares bank reconciliations.
  • Prepares monthly management accounts.
  • Prepares annual audit schedules.
  • Prepares annual Financial Statements in accordance with IFRS.
  • Manages the annual external audit.
  • Prepares quarterly reports to the Ministry of Finance.
  • Prepares Monthly Statement of Cash Flows to the Ministry of Finance.
  • Collates/prepares project cash flow forecasts based on above.
  • Maintains and reconciles all general ledger accounts.
  • Reconciles and maintains the integrity of the Accounts Payable and Accounts Receivable Sub Ledgers.
  • Inputs data from supporting records and makes adjusting entries to facilitate the accurate preparation of financial statements.
  • Records and maintains the fixed assets register.
  • Prepares trial balances, vouchers, cheques and schedule of accounts.
  • Preparation of sales invoices.
  • Collates and prepares particulars of contributions to various funds.
  • Monitors and maintains the security of all documents within the Finance Department.
  • Daily monitoring of the sales proceeds from the EMBD’s quarrying activities.
  • Verifies the balances of prepaid customers from the EMBD’s quarrying activities.

 

 

 

C. OTHER DUTIES & RESPONSIBILITIES:

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Completed ACCA Advanced Diploma (Level 3 or above) or equivalent qualification.

Experience: Desired

  • Five (5) years’ experience in a similar position.
  • Experience in Public Sector/State Enterprise will be considered an asset.

Behavioural Competencies: Desired

  • High degree of integrity and confidentiality.
  • Adaptable to changing needs of the department.
  • Must be methodical and accurate.
  • Ability to establish and maintain effective working relationships.
  • Organisational awareness.

Technical Competencies: Desired

  • Proficiency in the use of SAGE, QuickBooks accounting and accounting software such as Micropay.
  • Proficiency in the Microsoft Excel and Word.
  • Knowledge of Public Procurement and Disposal of Public Property Act 2015, as amended. 
  • Knowledge of internal control frameworks, risk assessment methodologies, and compliance requirements.
  • Knowledge of tax laws, regulations, and incentives.
  • Excellent numeracy skills.
