POSITION TITLE:

Accountant

(Contract Position)

POSITION GRADE :

A. POSITION PURPOSE:

The Accountant is responsible for providing financial information to the Finance Manager by researching and analysing accounting data and preparing reports and managing the day-to-day activity of junior staff within the department.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

Financial Reporting and Preparation

  • Preparation of annual Financial Statements inclusive of notes to the financials.
  • Review of monthly management accounts including balance sheet reconciliations, variance analysis, and presentation of accounts.
  • Review of monthly and quarterly reports to the Ministries.
  • Review of annual draft estimates of expenditure for the Ministry of Finance.

 

Account Management and Control

  • Responsible for the chart of accounts.
  • Manage the financial year-end close process.
  • Review and approval of general journals.
  • Review and approval of tax computations and returns for VAT, PAYE, and Corporation tax.
  • Setting up bank accounts and maintaining bank mandates in a timely fashion.
  • Recommends financial actions by analyzing accounting options.
  • Maintain and improve internal financial controls by preparing and recommending policies and procedures.
  • Ensuring accounting records are always properly maintained and available for review by auditors and facilitate the closeout of external audits.
  • Secures financial information by ensuring database backups.
  • Review of payments by verifying documentation.
  • Manage the company’s insurance portfolio to ensure adequate coverage.
  • Review of the fixed asset register.

 

Staff Management and Supervision

  • Supervises the activity of the department’s junior accounts staff.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Chartered Member of the Association of Chartered Certified Accountants (ACCA) or equivalent professional accounting qualification.

Experience: Desired

  • Five (5) years’ experience in a similar position with at least three (3) years supervisory experience.
  • Experience in Public Sector/State Enterprise will be considered an asset.

  • Excellent supervisory skills.
  •  Ability to work both independently and within a team-based environment.
  •  Self-motivated and results driven.
  •  Excellent organizational and time management skills.

Technical Competencies: Desired

  • Knowledge of accounting principles and methods and their application to governmental accounting.
  • Expert knowledge of EXCEL, SAGE and Micropay or other accounting and payroll software.
  • Considerable knowledge of project accounting and accounting systems in state companies.
  • Knowledge of tax laws and regulations, and the ability to prepare and file tax returns accurately while ensuring compliance with tax obligations.
  • Ability to interpret and analyze financial statements.
  • Knowledge of Public Procurement and Disposal of Public Property Act 2015, as amended.
