Job Title: Software Engineer and Data Analyst
Type of Position: Contract
Location: Caribbean Community Climate Change Centre’s (CCCCC) Headquarters, City of Belmopan, Cayo, Belize (Residence in Belize)
Duration of Appointment: To start immediately, for a duration of two (2) years in the first instance, with the possibility for renewal depending on performance and availability of funding.
Reports To: Systems Administrator, Information Technology Unit, Corporate Services Department

BACKGROUND
Officially opened in August 2005, the Caribbean Community Climate Change Centre (CCCCC) is mandated by CARICOM Heads of Governments to lead the region's response to managing and adapting the impacts associated with anthropogenic-driven climate change. Additionally, it serves as the main repository for regional and national information on climate change. The CCCCC was established by an intergovernmental agreement among the Caribbean Community (CARICOM) Member States and is guided by the philosophy established and nurtured through foundational activities such as that of the Caribbean Planning for Adaptation to Climate Change (CPACC) project, Adapting to Climate Change in the Caribbean (ACCC) project, and Mainstreaming Adaptation to Climate Change (MACC) project. The CCCCC manages its portfolio of responsibilities through its network of national, regional, and international collaborating agencies and institutions.
The CCCCC is accredited by the Green Climate Fund (GCF) as a Regional Accredited Entity, allowing it to access and manage projects up to USD 50 million, per project, on behalf of CARICOM Member States. Since April 2022, the CCCCC has also been accredited as a Regional Implementing Entity by the Adaptation Fund and serves as a Public International Organization for United States Agency for International Development (USAID). Furthermore, the CCCCC is currently implementing projects with various donors and bilateral partners, including the European Union, USAID, Government of Italy, the Caribbean Development Bank, and Global Affairs Canada.
The work of the CCCCC is guided by the (i) CARICOM Revised Regional Framework (RRF) for Achieving Development Resilient to Climate Change, which provides the high-level strategy identified by its Member States for systematically addressing the challenges posed by climate change in the Caribbean, and (ii) the CCCCC’s Strategic Plan (2021-2025), titled “Building Resilience. Securing Our Future.”
The CCCCC’s Strategic Implementation Plan (SIP) outlines five inter-related Strategic Objectives that, when achieved, will support the achievement of the CCCCC vision of a “Resilient and Sustainable Caribbean region for all.” The Strategic Objectives outlined in the SIP include:
To accomplish this in the fifteen (15) Caribbean Community (CARICOM) Member States and the wider Caribbean region, the CCCCC focuses on these five (5) strategic objectives that are designed to tackle key climate change challenges faced in the region such as sea level rise, ocean acidification, increased temperatures, increased sea surface temperatures, changes in rainfall patterns, and increased intensity and frequency of tropical cyclones.
Strategic Objective #5 aims to transform the CCCCC into a fit-for-purpose institution that has the internal capacity to deliver on its mandate and deliver the outcomes of its SIP. To assist in delivering this strategic objective, the CCCCC is recruiting a Software Engineer and Data Analyst to design, develop, populate, and maintain a regional database and a public-facing interface that monitors, analyzes, and displays countries’ progress in achieving their Nationally Determined Contributions (NDCs) and National Adaptation Plan (NAP) targets. This role will also support the CCCCC in ensuring the effective alignment and integration of data systems and tools.
OBJECTIVE
The Software Engineer and Data Analyst supports the design, development, population, and maintenance of a regional database and public-facing interface to track, analyze, and display countries’ progress toward achieving their NDCs and NAPs targets. Additionally, the Software Engineer and Data Analyst will provide backstopping support to CCCCC, ensuring alignment and integration of data systems and tools.
KEY RESPONSIBILITIES
The Software Engineer will take a dynamic and proactive lead in the following areas:
Data Integration and NDC/NAP Tracker Tool
Managing Software Systems
Performance Monitoring
Maintenance
REQUIRED QUALIFICATION, EXPERTISE AND COMPETENCIES
Eligible candidates should have the following minimum qualifications, experience, and competencies.
Qualification:
Minimum of a Master’s Degree in Computer Science, Software Engineering, Information Technology, Data Science, Statistics, or a closely related field.
Experience:
a) A minimum of five (5) years’ experience in software development and engineering.
b) At least five (5) years’ experience in database management and data analysis.
c) Proven record of developing and implementing software solutions, with experience in systems integration.
d) Solid understanding software architecture and design patterns.
e) Extensive experience with reporting tools, databases, and data analysis techniques (SQL, NoSQL, Python, R).
f) Proficiency in data visualization software (e.g., Tableau, Power BI).
Competencies:
a) Climate Change Awareness: Knowledge of the impacts of climate change in CARICOM States and experience in managing climate change data.
b) Software Development Life Cycle: Strong understanding of the software development life cycle.
c) Analytical Skills: Excellent analytical abilities with attention to detail and accuracy in data collection, analysis, and dissemination.
d) Technical Proficiency: Ability to interpret technical specifications and code software according to established standards and guidelines.
e) Security Knowledge: Knowledge of computer and network security systems, applications, procedures, and techniques.
f) Testing and Maintenance: Experience with acceptance testing for computer systems, applications, and hardware; ability to install, maintain, modify, and upgrade database software.
g) Server Proficiency: Proficient in both Windows and Linux server environments.
h) Reporting Skills: Ability to write detailed professional technical and non-technical reports.
i) Interpersonal Skills: Strong communication and interpersonal skills, capable of working effectively with diverse stakeholders.
j) Time Management: Excellent time management skills, able to prioritize tasks, work under pressure, and meet deadlines.
k) Flexibility: Ability to multi-task on concurrent projects and willingness to work beyond normal hours as necessary.

PLACE OF WORK
The Software Engineer and Data Analyst will be contracted full-time to the CCCCC’s Headquarters in the City of Belmopan, Cayo District, Belize C.A. The initial contract duration is for twenty-four (24) months with a probationary period of three (3) months, and subject to extension and/or renewal, contingent on performance and availability of funding.
The Software Engineer and Data Analyst is expected to assume assignment immediately.
MANAGEMENT ARRANGEMENTS
a) The Software Engineer and Data Analyst will report to the Systems Administrator on day-to-day activities.
b) The Software Engineer and Data Analyst will liaise closely with the Project Manager of the Programme for Accelerating Climate Change Adaptation in Caribbean (PACCA), the Information Systems and Big Data Expert, and the Technical and Policy Expert.
