OVERVIEW

Job title:                      Information Systems and Big Data Analyst

Type of position:          Fixed Term Contract

Duty Station:              Caribbean Community Climate Change Centre (CCCCC) Headquarters, Belmopan, Belize

Duration of appointment:      To start immediately, up to 24 months in the first instance, with the possibility for renewal, which is contingent upon performance and funding availability.

Reports to:     Assistant Executive Director (AED)

I.              BACKGROUND 

Officially opened in August 2005, the Caribbean Community Climate Change Centre (CCCCC) is mandated by CARICOM Heads of Governments to lead the region's response to managing and adapting to the impacts associated with anthropogenic-driven climate change in addition to serving as the main repository for regional and national information on climate change.  The CCCCC was established by an Inter- Governmental agreement among the Caribbean Community (CARICOM) Member States and is driven by the philosophy established and nurtured by foundation-setting activities such as that of the Caribbean Planning for Adaptation to Climate Change (CPACC) project, Adapting to Climate Change in the Caribbean (ACCC) project, and Mainstreaming Adaptation to Climate Change (MACC) project. The CCCCC manages its portfolio of responsibilities through its network of national, regional, and international collaborating agencies and institutions. 

The CCCCC is accredited to the Green Climate Fund (GCF) as a Regional Accredited Entity that allows it to access and manage, on behalf of CARICOM Member States, projects up to USD 50 million per project. The CCCCC, since April 2022, is also accredited as a Regional Implementing Entity to the Adaptation Fund; it also serves as a Public International Organization for United States Agency for International Development (USAID). In addition, the CCCCC is currently implementing projects with other donors and bilateral partners that include the European Union, USAID, Government of Italy, and Caribbean Development Bank, Global Affairs Canada. 

The work of the CCCCC is guided by the (i) CARICOM Revised Regional Framework (RRF) for Achieving Development Resilient to Climate Change, which provides the high-level strategy, identified by its Member States, to systematically address the challenges posed by climate change for the Caribbean and by the CCCCC’s Strategic Plan (2021-2025) “Building Resilience. Securing Our Future.” 

The CCCCC’s Strategic Implementation Plan (SIP) outlines five inter-related Strategic Objectives that, when achieved, will support the achievement of the CCCCC vision of a “Resilient and Sustainable Caribbean region for all.” The Strategic Objectives outlined in the SIP include: 

Strategic Objective #1: Scale up actions to manage the effects of climate change.

Strategic Objective #2: Strengthen strategic partnerships for sustained climate change results within the Region.

Strategic Objective #3: Increase the uptake of climate data and innovative tools for socio-economic development and evidence-based decision-making across the region.

• Strategic Objective #4: Increase the Caribbean’s public ability to make informed decisions in responding to climate change and its impacts.

• Strategic Objective #5: A strong and sustainable Caribbean Community Climate Change Centre delivering on its mandate and providing added value to the Region. 

Strategic Objective #5 seeks to strengthen the internal enabling framework that is necessary for the Centre to be fit for purpose to execute its mandates and the SIP.  In furtherance of delivering on this strategic objective of strengthening the ICT infrastructure to one that is modern and drives organizational performance, the CCCCC is seeking the services of a versatile and dynamic individual to fill the role of Information Systems & Big Data Analyst

II.            Duties and Responsibilities 

Reporting directly to the Assistant Executive Director (AED), the successful candidate will be responsible for delivering, inter alia, on the following Scope of Works: 

Information Systems:

  • Developing, managing, and maintaining software and tools that ingest and manage large quantities of data and aid the execution of the CCCCC’s mandate as well as management of CCCCCs operations.
  • The analysis, design, and development of information systems to facilitate the CCCCC's internal operations.
  • The analysis, design, and development of climate data tools and web services using data collected by the CCCCC and its partners.
  • In collaboration with the AED, ensuring the availability and security of the CCCCC’s internally managed public facing web services.
  • Ensuring data (backup) and disaster risk management regarding data and web services in collaboration with the AED.
  • Supporting the Programme Development and Management Unit (PDMU) in the design and development of new data-driven and software-driven components in the project development and management processes.
  • Conducting research and making recommendations on systems, data mining products, protocols, services, and standards in support of procurement and new software development efforts.
  • Maintaining and supporting older systems and tools to ensure their functionality and security.
  • Resolving reported incidents and problems related to online platforms and tools and their software code.
  • Maintaining systems by monitoring and resolving software defects.
  • Improving existing systems and methods by analyzing and identifying areas for modification.
  • Integrating existing software products and getting incompatible platforms to work together through interfaces where necessary.
  • Ensuring smooth / error free migration from test to live environment.
  • Ensuring proper implementation of internally developed and outsourced systems.
  • Recommending the most efficient and cost-effective software solutions.
  • Offering IT support in tool-related workshops.
  • Writing technical procedures and documentation for applications including operations, and user guide.
  • Performing routine technical testing and updating of system components whenever required.
  • Providing system administration services in the absence of the AED and assisting with other related duties as assigned.

Big Data:

The role requires that the successful candidate will undertake, inter alia, the following:

  • Managing a massive database of climate modeling data and supporting the mapping of existing national platforms/systems/databases, and data formats.
  • Addressing data acquisition and management issues to improve the quality and efficiency of the CCCCC’s data systems.
  • Serve as focal points for CCCCC’s partners who deal with climate-related data and projections.
  • Preparing concise reports, visualization, and analysis from internally hosted databases and systems in support of decision making and product development.
  • Providing data analytics support to training workshops.
  • Identify areas to increase efficiency and write software code to automate acquisition, processing, analysis of data.
  • Monitoring and auditing data quality and usage. 

REQUIRED QUALIFICATIONS, SKILLS & COMPETENCIES

Qualifications:

•   A Bachelor’s degree in Information Technology, Computer Science, Information Systems, Data Science, Software Engineering, or related field. 

Experience: 

  • A minimum of five (5) years’ experience in electronic platforms, data, and database management, including “Big Data”.  

Skills & Competencies: 

Functional Skills

  • Understanding of the Software Development Life Cycle (SDLC).
  • Experience in coding according to standards and guidelines.
  • Proficient in database architecture, design, and management.
  • Skilled in SQL and NoSQL databases, including installation and upgrades.
  • Knowledge of network security systems and data integrity methods.
  • Familiarity with acceptance testing for software and hardware.
  • Proficient in various programming languages and development environments.
  • Ability to develop secure web services.
  • Strong understanding of climate modelling data and large data processing techniques.

PLACE OF WORK  

The Information Systems and Big Data Analyst will be contracted full-time to the CCCCC’s Headquarters in the City of Belmopan, Cayo District, Belize C.A. The initial contract duration is for two (2) years with a probationary period of three (3) months, and subject to extension and/or renewal, contingent on performance and availability of funding.  

The Information Systems and Big Data Analyst is expected to take up assignment immediately.  

INSTITUTIONAL ARRANGEMENTS   

The Information Systems and Big Data Analyst will report to the Assistant Executive Director on day-to-day activities.
