Senior Project Manager - Real Estate & Project Finance

Overview:

Under the direction of the Vice President & Head of Real Estate & Project Finance, the Senior Project Manager will be responsible for the oversight and monitoring of projects financed by SRF, as well as the development management of equity projects within the SRF portfolio.  This responsibility includes but is not limited to contract management, managing contracted professionals and contractors, coordinating the general procurement process, general administration and conducting project reviews. 

Key Responsibilities:

  • Oversee project scope, budget, and schedule, ensuring all pre-construction requirements and regulatory approvals are secured for smooth execution.
  • Conduct rigorous site inspections to scrutinize progress, ensure superior quality, and enforce strict adherence to critical milestones and approved designs.
  • Exercise precise financial control by certifying payment applications and safeguarding budgets against cost overruns.
  • Anticipate and mitigate risks proactively, maintaining an updated Risk Register to safeguard project success.
  • Deliver concise, insightful monthly reports to provide clear updates on progress, risks, and potential impacts on loan facilities.
  • Enforce strict compliance with contractual obligations, securing all statutory approvals and ensuring successful project completion.
  • Drive all phases of development, from pre-construction planning to full-scale project execution and monetization.
  • Lead the engagement of top industry professionals, ensuring the seamless preparation of architectural and engineering plans.
  • Coordinate construction activities to ensure alignment with approved designs, regulatory standards, and organizational objectives.
  • Conduct in-depth property research, including title investigations, feasibility studies, and on-site evaluations.
  • Ensure thorough preparation and organization of all project documentation, maintaining audit readiness and regulatory compliance.
  • Deliver impactful project updates and strategic recommendations to senior leadership and key stakeholders.
  • Rigorously review technical reports, tender documents, and payment certifications to uphold the highest standards of project integrity.
  • Maintain comprehensive project databases to facilitate timely and accurate responses to audit and regulatory queries.
  • Represent the organization in high-level meetings, fostering strategic alliances with industry and government leaders.
  • Operate effectively in high-pressure environments, including volatile or sensitive areas, with a steadfast commitment to safety and project success.

Relevant Skills, Knowledge and Experience:

  • BSc. Degree in Construction Management, Civil/Construction Engineering, Quantity Surveying, Architecture or an equivalent accredited qualification from a tertiary institution
  • Certification in Project Management principles and techniques
  • Registered Professional Engineer would be an asset
  • MBA or knowledge of finance would be a plus
  • Minimum (4) or more years of professional experience in construction project management, construction management, real estate development, project financing or related field 
  • Strong understanding of engineering, project management, financing, risk management, and customer service principles, with a solid grasp of construction industry standards and building codes.
  • Proficient in procurement and contract administration regulations, including FIDIC, JCC, and JIC, and familiar with the GOJ's construction sector laws and guidelines.
  • Skilled in construction project management software, Microsoft applications, AutoCAD, building information modeling, and advanced reporting and data analytics.
  • Ability to deliver high-quality analyses and reports to meet tight and inflexible timelines while maintaining high accuracy levels.
  • Strong communication and interpersonal skills, professional judgment and diplomacy when dealing with internal and external contacts.
Special Conditions Associated with the Job:
  • Required to travel both island-wide and overseas.
  • Exposure to dust, odors, heat, noise, and potential minor injuries such as cuts and bruises from construction site activities.
  • Must be available to work beyond normal working hours as needed.
  • Regularly handle highly confidential, proprietary, and commercially sensitive information.
  • Primarily office-based, but may encounter hostile environments when dealing with irate clients, contractors, consultants, or conducting site visits in volatile areas.
