Our Client, the Trinidad & Tobago Revenue Authority, is seeking to fill the position of Senior Manager, Internal IT.
Reports to: Chief Information Officer – ICT and Knowledge Management
JOB SUMMARY
The Senior Manager, Internal IT is responsible for planning, organizing, and managing the development, operations, and maintenance of both on-premise and cloud infrastructure, as well as overseeing application development within the TTRA. Duties include developing and implementing ICT policies, delivering software applications and cloud services, managing ICT projects, and overseeing infrastructure operations. The role also involves preparing and managing the ICT budget, ensuring alignment with organizational goals, and leading professional, technical, and support staff across infrastructure and application development streams.
RESPONSIBILITIES & ACCOUNTABILITIES
- Develop the TTRA’s ICT vision, policy, strategic plan and standards in collaboration with Chief Information Officer (CIO).
- Lead and manage TTRA’s ICT projects, inclusive but not limited to the identification and mitigation of project risks, quality control, time management, resource allocation and vendor relationship management.
- Develop Communication and Implementation Plans for IT projects and initiatives in collaboration with the CIO promoting engagement and change management.
- Conduct ICT Needs Assessment providing appropriate recommendations, solutions and technologies where applicable.
- Identify TTRA’s ICT requirements and engage appropriate service provider/s to deliver the required products and/or services.
- Effectively monitor, track, and control the Section’s Projects against the agreed baseline (time, cost, and quality) throughout the project cycle.
- Provide technical management of the ICT operations, and ensure that TTRA’s agreed service levels and data integrity requirements are met, and that all relevant procedures are adhered to.
- Develop an ICT Governance, Risk, and Compliance Management Framework.
- Ensure the security of data, network access, and backup systems.
- Manage the Section’s budget and ensure value is realised from ICT investments.
- Assist in procurement processes for IT products by developing the Terms of Reference for IT purchases for the Procurement Department.
- Prepare, maintain and test an appropriate TTRA ICT Continuity Plan.
- Conduct periodical evaluation the performance of internal systems and processes against emerging technologies and propose implementing such technologies where applicable to promote security and efficiency.
- Prepare comprehensive reports, draft Cabinet/Ministerial Notes, internal notes, circulars, memoranda, as required.
- Develop in consultation with the CIO, KPIs for direct reports and utilise the Performance Management System to manage performance.
- Remain updated on relevant tools, methodologies, and technology.
- Perform other job-related duties as required.
EDUCATION & EXPERIENCE REQUIREMENTS
- Master’s Degree in Computer Science, Computer Information Systems, Information Systems Management, Computer Engineering or a related discipline.
- Certification in Information Technology Infrastructure Library (ITIL), Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Microsoft Azure Certifications, or Certified Information Technology Manager (CITM) or similar will be an asset.
- Eight (8) years’ experience in ICT including at least five (5) years at a managerial level.
- Proven experience in application development management, application lifecycle management, development frameworks, and system integration.
- Any other equivalent combination of education and experience.
KNOWLEDGE REQUIREMENTS
- In-depth knowledgeable in application development methodologies (e.g., Agile, DevOps, Waterfall) and programming languages commonly used in enterprise applications.
- Sound knowledge of IT infrastructure, tools, and methodologies, such as cloud computing, software development methodologies.
