Our Client, the Trinidad & Tobago Revenue Authority, is seeking to fill the position of Senior Manager, Strategic Services.
Reports to: Chief Information Officer – ICT and Knowledge Management
JOB SUMMARY
The Senior Manager, Strategic Services is responsible for developing and executing ICT strategies that align with business objectives while ensuring robust cybersecurity measures are in place. The incumbent manages IT projects, leads change management initiatives to drive successful technology adoption, and oversees IT governance to ensure compliance with policies, regulations, and industry standards. Duties include implementing cybersecurity protocols, ensuring project delivery aligns with organisational goals, and ensuring compliance and effective risk management within the ICT and Knowledge Management Department.
RESPONSIBILITIES & ACCOUNTABILITIES
- Develop and implement TTRA’s ICT strategic plan in alignment with organizational objectives, integrating robust cybersecurity measures and ensuring compliance with industry standards in collaboration with Chief Information Officer (CIO).
- Establish Project Governance Frameworks, policies, and procedures that ensure effective project oversight, risk management, and alignment with organizational goals and regulatory compliance in collaboration with the CIO.
- Develop, enhance, and maintain IT governance policies, standards, processes, and procedures in accordance with best practices, governance, and compliance frameworks.
- Direct and manage ICT projects in collaboration with the Project Portfolio Office (PPO), tracking all project milestones, deliverables, and ensuring successful project delivery.
- Lead and support change management initiatives to drive the successful adoption of new technologies across the organization, ensuring stakeholder engagement and smooth transitions.
- Monitor the implementation of the ICT Strategic Plan to ensure compliance with organizational policies, procedures, and the overall information management strategy.
- Manage and implement strategies to maintain the confidentiality, integrity, and availability of TTRA’s ICT systems.
- Ensure the provision of efficient and effective ICT services and solutions to support various departments, aligning with TTRA’s overall business strategy.
- Provide input in the planning and compilation of the Department’s annual budget, ensuring alignment with operational plans and strategic objectives.
- Oversee the management and enhancement of knowledge management systems, ensuring the effective capture, storage, and dissemination of organizational knowledge.
- Oversee the selection, implementation, operation and evaluation of security controls.
- Establish robust reporting mechanisms for tracking IT performance metrics, cybersecurity incidents, regulatory compliance, and preparing relevant reports for the Chief Information Officer, promoting transparency and accountability.
- Prepare comprehensive reports, draft Cabinet/Ministerial Notes, internal notes, circulars, memoranda, as required.
- Develop in consultation with the CIO, KPIs for direct reports and utilise the Performance Management System to manage performance.
- Remain updated on relevant tools, methodologies, and emerging technologies.
- Perform other job-related duties as required.
EDUCATION & EXPERIENCE REQUIREMENTS
- Master’s Degree in Computer Science, Computer Information Systems, Information Systems Management, Computer Engineering or a related area.
- Certification in Information Technology Infrastructure Library ITIL, Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Microsoft Azure, or Certified Information Technology Manager (CITM) or similar will be an asset.
- Eight (8) years’ experience in ICT including at least five (5) years at a managerial level.
- Proven experience in the development and execution of ICT Strategic Plans and Change Management Initiatives in a large organization.
- Any other equivalent combination of education and experience.
KNOWLEDGE REQUIREMENTS
- Sound technical knowledge of IT infrastructure, tools, and methodologies, such as cloud computing, data analytics, agile development.
- Sound knowledge of IT Security protocols, processes and standards.
