Project Officer

JOB DESCRIPTION:

McClatchie Construction Company Limited is seeking a Project Officer to oversee the implementation, planning, execution, monitoring, controlling and closing out of construction projects. Under the supervision of the Managing Director, the Project Officer will plan, execute, and finalize projects according to agreed timelines, scope and within budget. This includes preparing and managing cost and financial aspects of construction projects from inception to completion. The successful candidate will ensure all components and activities are carried out according to the project design to ensure that all expected results are achieved on time and within budget. The candidate must be well-versed in all construction methodologies and procedures.

CORE RESPONSIBILITIES:

  • Implementation of assigned project according to the project design, work plan, and budget.
  • Supervise the overall execution of assigned projects.
  • Manage project team members to ensure high performance and productivity levels are maintained at all times and objectives and targets are achieved.
  • Define project scope, goals and deliverables that support MCCL’s business goals and develops full-scale project plans and project documents.
  • Ensure ongoing communication and effectively communicate project expectations to team members and subcontractors in a timely and clear manner.
  • Prepare and deliver progress reports and other project-related documents.
  • Manage changes in project scope, identify potential crises, and devises contingency plan proactively.
  • Conduct in-depth reviews of projects and create schedules re: deliverables and cost estimates.
  • Prepare cost estimates and project budgets for potential projects
  • Prepare tender documents which include detailed information about the project’s requirements and specifications
  • Analyze project plans, specifications, and engineering drawings to determine material quantities and labor requirements.
  • Obtain competitive quotes from suppliers and subcontractors.
  • Ensure compliance to budget constraints and monitor all project costs and expenses during project execution.
  • Prepare and evaluate contracts and tender documents.
  • Assess and manage variations and changes to construction plans and costs.
  • Track and document changes in project scope and update cost estimates accordingly.
  • Prepare interim and final payment valuations for subcontractors and suppliers.
  • Verify the accuracy of invoices and applications for payment.
  • Perform duties in line with agreed contractual arrangements.
  • Obtain permits and licenses from appropriate authorities as necessary.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Familiarity with construction contracts, contract administration and construction project management.
  • Strong analytical abilities are essential for cost calculations and risk assessment.
  • Proficiency in using quantity surveying software and tools.
  • Effective communication and interpersonal skills to collaborate with site managers, clients, suppliers and subcontractors.
  • Strong organizational and time management abilities.
  • Flexibility to adapt to changing project requirements and deadlines.
  • Knowledge in building codes (TTBS small building codes, ASCE, AISC ASTM, BS)
  • Knowledge and application in AUTOCAD.
  • Strong knowledge and experience in The Office of Procurement Regulations and Standards.
  • Proficiency in Microsoft Office, (Word, Excel, and PowerPoint) and project or construction management software.
  • Good oral and written communication skills.
  • Critical thinking skills, attention to detail, decisive judgment and the ability to work with minimal supervision.
  • Valid Driver’s License.

 MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Construction Management, Project Management, Quantity Surveying, Civil Engineering, or a related field.
  • Project Management Certification.
  • Agile training would be an asset.
