LOAN #4437/OC-JA – IMPLEMENTATION OF NATIONAL IDENTIFICATION SYSTEM FOR ECONOMIC GROWTH

The Office of the Prime Minister (OPM) acting on behalf of the Government of Jamaica (hereinafter called “Borrower”) has received financing (hereinafter called “funds”) in the amount equivalent to US $68,000,000.00 from the Inter-American Development Bank (hereinafter called “the Bank”) toward the cost of the implementation of 4437/OC-JA – National Identification System (NIDS) Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract for the upgrade/improvement of the Government’s Information and Communications Technology Infrastructure. Payments by the Bank will be subject in all respects to the terms and conditions of the Loan Contract. Payments will be made only at the request of the Borrower and upon approval by the Bank in accordance with the terms and conditions of the financing contract between the Borrower and the Bank. No party other than the Borrower shall derive any rights from the Loan Contract or have any claim to the funds.

The OPM intends to engage the services of qualified consultants as, Procurement Officer and Store Room Officer pursuant to IDB’s procurement policies GN-2350-9 for hiring of individual consultants. The minimum qualification and experience for the respective consultancies are noted below:

Procurement Officer – (NIDS/2024/1.1.1.14.1/3CV)

 Minimum Qualification & Experience:

  • Undergraduate Degree or equivalent from a recognized tertiary institution;
  • INPRI Public Procurement Series Certification (Minimum Level 3);
  • Project Management Training would be an asset;
  • Three (3) years’ experience in purchasing, preparing tenders and negotiating contracts for goods and services in the Public Service;
  • Experience with IDB or other internationally-funded development projects procurement policies and procedures would be an asset;
  • Working knowledge of the GOJ’s Electronic Procurement System (GOJEP) would be an asset;
  • Proven track record of working effectively within multi-disciplinary teams.

 

Store Room Officer – (NIDS/2024/1.1.124 /3CV)

  • Four (4) subjects at the CXC or GCE Level, including English Language and a Numeracy subject OR HEART Trust/NSTA CVQ/NVQ-J Level 2 Award Certificate in related area;
  • At least three (3) years’ general work experience in the public or private sector;
  •  Inventory management experience would be an asset;
    • Knowledge of Records Management practices and procedures;
    • Ability to develop and maintain record-keeping systems and procedures;
    • Knowledge of the National Identification and Registration Act;
    • Knowledge of the Financial Administration and Audit Act, Inventory Management;
    • Good planning and organising skills;
    • Good interpersonal and customer service skills;
    • Proficient in the use of computer applications, especially Microsoft Office Suite (Word, Excel).
