PAYROLL OFFICER

The Caribbean Maritime University (CMU), the only specialized maritime university in the English-speaking Caribbean is inviting applications for the post PAYROLL OFFICER (Level 4).

SUMMARY

The Payroll Officer is responsible for calculating and distributing payroll to employees of the CMU and preparing payment of statutory deductions and payroll deductions to government agencies and third parties respectively.  The payroll officer obtains detailed contract and end of contract information from the Human Resources Department to do the required calculations for input into the payroll system, covering basic pay, salary increments, salary increases, travel allowance, subsistence, overtime, unused vacation, uniform and gratuity.

The Payroll Officer is required to enter information on a timely basis to ensure staff is paid in accordance with pre-determined pay dates.

KEY OUTPUTS & RESPONSIBILITIES

  •  Update payroll records by reviewing and inputting changes in basic pay, allowances, deductions, job titles, and department coding.
  • Ensure payroll processing is accurate and timely, directing the production and issuance of electronic transfers.
  • Maintain, review, reconcile, and validate financial data, payroll accounts, and related clearing accounts, ensuring accuracy and compliance with organizational and government requirements.
  • Resolve payroll discrepancies by reviewing payroll deduction liability, gratuity, and vacation accrual accounts.
  • Prepare audit schedules and provide supporting payroll documentation for internal and external audits.
  • Prepare and compile payroll reports, including summaries of earnings, taxes, and deductions.
  • Provide payroll analysis by comparing current and previous payroll periods.
  • Ensure payroll is reviewed and approved by authorized personnel before processing payments.
  • Maintain and update payroll policies and procedures in line with legal and organizational requirements.
  • Ensure adherence to legal regulations by staying updated on legislative changes and advising management on necessary actions.
  • Maintain confidentiality of employee and payroll data.
  • Contribute to the annual budgeting process by preparing and reviewing payroll budgets.
  • Prepare payroll journals on a monthly basis to support financial statement production.

 PERFORMANCE STANDARDS

  • Payroll records are updated accurately and in a timely manner as per work plan requirements.
  • Employees are paid correctly and on time via electronic transfers.
  • Financial data and payroll accounts are accurately maintained, reconciled, and validated.
  • Payroll reports and journals are prepared as scheduled.
  • Payroll compliance and confidentiality standards are consistently upheld.

 REQUIRED KNOWLEDGE & EXPERIENCE

  • Bachelor's degree majoring in Accounts, or equivalent.
  • At least three (3) years practical experience preferably in payroll.
  • Good knowledge of Payroll Accounting.
  • Proficient in Payroll Software.
