Officer – P01

Duties and responsibilities:

 

This is an entry-level, professional position designed to provide substantive contribution to a specific project and/or activities in the fulfillment of the mission of its designated Department/Secretariat and is assigned all or part of the following responsibilities. (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members occupying this position):

  • Assist in revision of purchase requisitions for adequacy of information with particular attention to specifications, quantities, methods and time of delivery, obtaining additional information and clarification with staff from Secretariats, Departments and/or Field Offices.

  • On the basis of instructions and in line with the GS/OAS rules and procedures specific to procurement, support the development of planning for contract actions, studying sources of supply, requesting quotations from selected sources, analyzing cost estimates, including comparison with available price lists, catalogs and/or the Internet to ensure best conditions, adequacy of presentation; making recommendation on method to be used for the selection of contractors and firms to be invited to bid and/or proposals for contract awards;  verifying availability of funds, calculating expenditures, including currency conversions, and taking appropriate action to resolve funding problems, referring unusual problems to the responsible procurement officer; and preparing drafts of award justification reports and solicitation documents for the Contract Review Committees.

  • As assigned, follow-up and report on action as related to contract awards, including but not limited to: monitoring contractor performance, certifying completed work for compliance with contractual terms and payment.

  • Participate in market research, researching and analyzing information of sources of supplies and market trends, and to the incorporation of the results of studies and findings to OPS databases, together with the evaluations of prospective suppliers and manufacturers.

  • Provide support to procurement officers on all aspects of the OAS Contracts Awards Committee concerning procurement policies and procedures, development of specifications for items to be procured, negotiations with suppliers and the preparation of documents for submission to the Contracts Committee for contracts exceeding the financial delegation of authority, and the review and updating of the ERP Purchasing Module and other related issues.

  • Assist with the preparation of spreadsheets, budgetary, financial tables and/or presentations to facilitate the production of statements and other reports in response to requests from Secretariats, Departments, governing bodies and donors, with particular attention to specific reporting requirements.

  • Perform other related duties as assigned, including replacing and backstopping for others.

     

qualifications:

 

Education & Experience:  
 

Essential: First University Degree in political and social sciences, law, international relations, business administration, economics, and engineering or related field AND 1 year of relevant experience including internship(s) in similar positions at national and/or international level.

 

Desirable: Experience or knowledge of the OAS mandates and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system. 

 

COMPUTER SKILLS:

Essential: Ability to effectively work using Microsoft Office (e.g., Word, Excel, PowerPoint, Outlook, and other applications and software applicable to the area of work, such as Visio, Access, Share Point). and software applicable to the area of work.

 

Languages:

 

Essential – Proficient in at least two of the four official languages of the OAS (English, Spanish, French and Portuguese), (read, write, and communicate).


Desirable – Working knowledge of other two OAS official languages.

 

 

Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.

- Compensation: 
Professional Category: Remuneration = Basic Salary + Post Adjustment 
Net of taxes for non-US citizens  

- US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.   

- Paid Annual Leave: 21 days from 1st year.  Increase to 30 days within 5 years.  

- Sick Leave and Parental Leave. 

- Health Insurance: OAS pays 2/3 of premium. 

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%. 

- Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
