DUTIES AND RESPONSABILITIES:

This is a highly skilled, semi-professional work in administrative, technical and program functions. Note: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title):

Within the scope of human resources activities, e.g. recruitment, placement, promotion, extension of appointment, performance evaluation, internships, reports, vacancies, internal communications, job classification reviews, training & development, health & benefits, separation of staff members, etc. ensuring consistency in the application of GS/OAS rules and procedures, the incumbent:

·       Prepares all necessary forms, validating and entering information in the HR module of Oracle, and verifying that requests comply with HR rules and procedures, calculating costs and allocating obligations, preparing and submitting required forms and covering memoranda for signature and/or submitting unusual requests to the Human Resources Officer together with proposed solutions.

·       Receives and scrutinizes all requests and documentation for staff members, including, but not limited to vacancy announcements, insurance information, internships applications, home leave requests, visas, and/or career opportunities submitted by staff members and others; verifying eligibility; ensuring compliance with the OAS rules, regulations, and established procedures and practices; and verifying individual entitlements, advising, and guiding staff as appropriate.

·       As assigned, prepares and administers personnel files on the basis of job descriptions and in line with HR guidelines; compiling letters and e-mails of application; organizing interviews via telephone, video conference and/or assessment centers for short-listed candidates; scheduling panels; arranging logistics, travel and hotel reservations as appropriate, and following-up on such until completion;  preparing correspondence and files for the members of the interview/selection panels, and communicating and assisting candidates throughout the recruitment process in a timely manner, referring them to responsible Human Resources Officer on entitlements and other related issues.

·       Using Oracle, enters the data pertaining to staff members’ information within strict deadlines, verifying figures and calculations, and ensuring the accuracy of all data independently.

·       Provides administrative assistance to DHR, including drafting correspondence, researching, or obtaining information, and dealing with other related matters.

·       Within the activities related to the administration of the GS/OAS statutory benefits the Benefits Generalist is responsible for: calculating costs and allocating obligations; conducting thorough validation and entering information and NPAs into the HR module of Oracle; maintaining updated records; validating compliance with the OAS rules, regulations, and established procedures and practices; verifying individual entitlement in alignment with statutory benefits rules; assist in the preparation of legal consultations when necessary; and prepares the calendar of activities to ensure that staff members are aligned with eligibility requirements every year.

·      Actively engages with staff members to provide guidance on statutory benefits eligibility, ensuring employees are fully informed of their entitlements and how to access them effectively.

·      Conducts benchmarking research of other international organizations’ policies and performs substantial analysis of data required for special studies related to employee benefits including the improvement of rules, internal processes, and procedures.

·     Prepares memorandums, communications, files, and presentations for the approval of the Chief of Benefits Section. Prepares statistics, databases and/or reports on statutory benefits.

·       Reviews Travel Expenses Claims (TEC) related to home leave travel.


QUALIFICATIONS:


EDUCATION & EXPERIENCE:

Essential: High school diploma or technical/commercial training and seven years of relevant experience OR advanced training and five years of relevant experience.

Desirable: Experience in the OAS or knowledge of its rules, regulations, and administrative procedures/practices as related to the area of work. Experience in the use of automated HR information systems.

 

COMPUTER SKILLS:

Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook, and other applications such as Oracle, Visio, Access, Share Point) and software applicable to the area of work.

 

LANGUAGES:

  • Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate). Language proficiency examination will be required.

  • Desirable – Working knowledge of other two OAS official languages.
     

Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.ls.

In accordance with paragraph f. of Article 44 of the General Standards, the official languages of the Organization are English, French, Portuguese, and Spanish.  No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.

Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65.
