B. MAJOR DUTIES & RESPONSIBILITIES:

  • Maintains records of all lands under EMBD’s management and ensures that the land information system is updated.
  • Reviews files related to applications received by the Department for lease and/or distribution of former Caroni lands.
  • Prepares status reports on the progress of land leases and other land matters.
  • Processes all documentation for the preparation of leases, consents and other legal documents. 
  • Prepares documents for preparation of applications for consents and transfers.
  • Monitors EMBD parcels for compliance with terms and conditions of lease use.
  • Assists the Land Surveys Graduates as and when necessary.
  • Receives concerns and/or complaints from EMBD’s tenants and carry out relevant investigations.
  • Conducts site visits to monitor for breaches of lease agreement and other investigative matters.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Bachelor’s Degree or acceptable equivalent in Land Management, Law, Business Administration, Planning, Surveying, Geomatics or any other related field.
  • Training and/or professional certification in land administration.

Experience: Desired

  • Three (3) years’ experience in a similar position.
  • Experience in Public Sector/State Enterprise Land Administration will be considered an asset.

Behavioural Competencies: Desired

  • Ability to interpret lease conditions, licenses and grants of former Caroni lands.
  • Effective oral and written communication skills.
  • Effective report writing skills.
  • Ability to establish and maintain effective relationships with coworkers, associates from public and private agencies and members of the public.

Technical Competencies: Desired

  • Expert knowledge of the principles, practices and techniques of land administration and land use planning.
  • Proficiency with the Microsoft Office Suite including Access.
  • Sound understanding of land survey techniques, terminology and how to interpret survey maps or plans.
  • Knowledge of GIS will be highly acceptable.
  • Familiarity with Caroni lands and management practices will be considered an asset.
