PURPOSE
The purpose of the Human Resources Officer is to manage people so they may perform to the best of their ability and help the company function better as a consequence.
Is responsible for the effective and efficient functioning of the Human Resource Department by assisting with the implementation of various Human Resources functions and initiatives in accordance with the Company's strategic objectives.
SCOPE :
To provide critical generalist HR and Payroll support to management, staff, and clients with an emphasis on most elements of Employee Relations, Absence, Recruitment, Learning & Development, Employee Relocation, Compensation & Benefits, HRIS Management, and Payroll.
RECORDS AND FORMAT
Ensure that relevant versions of applicable documents are available at points of use. Ensure that documents remain legible and readily identifiable.
Preventing the unintended use of obsolete documents and the application of suitable identification if they are retained for any purpose.
Ensure the documents of external origin are identified and their distribution controlle.d.
All types of records (Manuals, Policies, Procedures, Work Instructions, Forms, Reports, Checklist Human Resource documentation shall be maintained and will be maintained in designated locations and containers.
Ensuring that relevant format (e.g., language, software versions, graphics, etc.) and media (e.g., paper, electronic, etc.) are suitably managed and are retained for any purpose.
ACCOUNTABILITY The Human Resources Officer shall be accountable for the following:
Ability to undertake the full range of functions for recruitment, selection and appointment of positions.
Establishes, organizes and maintains department records (Files & HRIS), ensuring complete accuracy and confidentiality for all positions.
Updates and monitors the benefit management system.
Administers, processes and monitors the performance management system (probationary reports, annual/ quarterly appraisals etc.) to ensure compliance with proper performance standards, for all positions
RESPONSIBILITIES
The duties and responsibilities of the Human Resources Officer shall include the following: General Employee Responsibilities
Manage the Onboarding process: Setting up new hire orientation, prepare company photo ID, administering the creation of new employee files ensuring that it is in accordance with the established requirements.
Support Selection process by: scheduling follows up interviews, conducting reference checks and setting up pre-employment assessments.
Provide support to the Training and Development activities by: requesting proposals, liaising with training providers, preparing communication to staff, preparing registers, preparing training materials, following up with Training Evaluation Forms and updating employee files.
Assist with investigating employee complaints/ disciplinary matters in accordance with local Labour laws.
Conduct exit interviews for all levels of staff except the Managerial level.
Act as the first point of contact for internal employee relations issues, based on the guidance of the HR Consultant.
Support additional projects being carried out by the wider Human Resources team.
Assist line managers with interpreting and administering HR policies and programs.
Coordinate the Performance Management review process.
Ensure that personnel administration tasks are in compliance with HR processes.
Prepare offer letters and Terms and Conditions documents for new starts.
Liaise with Managers on upcoming probationary, and contract renewal dates for their employees.
Handle the day-to-day employee queries and requests.
Prepare organizational charts, job descriptions, and other documents.
SAFETY REQUIREMENTS
Knowledge, training, and awareness of HSSE I HR orientation and access requirements.
Knowledge, training, and awareness of Manuals, Policies, Procedures, Work Instructions, and Practices.
Protect personnel from all work health hazards and risks.
Provide an accident-free environment for Contractors' employees.
Maintain compliance with all the applicable HSSE Legal and Regulatory requirements.
Improve the HSSE culture among company and Contractor employees.
Reduce environmental impacts and improve performance regularly.
Embed a single HSSE management system and operating procedures across all operations.
Ensure minimum competency in HSSE management and consistent training standards.
Reporting all HSSE incidents to the supervisor immediately and within 24-hrs giving a written report to the HSSE Coordinator for recording.
Improve the HSSE Management Systems.

CONTEXT
The Human Resources Officer reports directly to the Managing Director.
The Human Resources Officer shall normally function during regular working days (working Mondays to Fridays) and times (7:00a.m. to 4:00p.m.) but are required, to work (or be called out to work) extended work hours on normal workdays or on weekends and public holidays, as dictated by the need of the company jobs/projects.
The Human Resources Officer shall also be required to effectively carry out all his/her routine duties without the need for ongoing supervision and direction except for situations that are unusual and/or abnormal.
The Human Resources Officer shall also be required to take and respond to exceptional communications via telephone and/or electronic mail after normal working hours during weekdays, weekend days, and public holidays whenever it becomes necess ary and reasonable in support of company operations.
INSTRUCTIONS
Manage the filing system to ensure staff personnel files are kept up to date (electronic and hardcopy).
Perform periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately (both electronically and in hard copy).
Maintain the Benefits Management System (such as vacation, sick, etc.)
Effectively pre-screen, schedule interviews, and prepare relevant interview questions and other hiring and selection materials to assess candidates' knowledge, skills, and experience to best suit available positions.
Conduct interviews with Hiring Managers and/or Directors and select the most suitable candidate.
Ensure thorough reference and background checks are completed.
Facilitate the offer process by identifying salary ranges, start dates,benefits in order to extend the offer and negotiate employment terms.
Develop a pool of candidates before the need arises.
Support the Managing Director in developing and executing training and development initiatives, assessing the learning and developmental needs of the organization.
Work with the Managing Director to guide and advise management through employee relations and performancemanagement issues where applicable.
Perform backup support to team members in other functional areas in order to ensure continuity in the department.
Perform general HR administrative duties inclusive of job letters and other correspondences requested including memos, notices, offer letters, confirmation letters, etc.
Ensure adherence to applicable HSE legislation and policies as far as reasonably practicable ensuring all HR-assigned Key Performance Indicators (KPI’s) are fulfilled.
Deliver efficiently on all special projects / assignments as required
Perform any other duties and responsibilities as assigned.
COMPETENCE
Bachelor's or Associate degree in Business Administration, Human Resources.
Strong experience in Industrial Relations.
Certificate in Industrial Relations Management or Labour Laws will be an asset.
At least three (3) years of human resource management experience in the Oil and Gas Industry.
Excellent computer skills across Microsoft Office (Word, Excel, and PowerPoint).
Must be a very good command of the English language, both written as well as spoken.
Ability to be motivated and willing to develop your skills in this role.
Must be willing to work in a team environment.
Must be flexible and willing to work alternative work hours.
Strong organization planning and new infrastructure development skills.
Must be fully vaccinated and in possession of a vaccination card showing immunization for Sars CoV2 (COVID-19).
Must be in possession of a Police Certificate of Good Character.
