The Health, Safety, Security and Environment Manager will be responsible for strategic direction, development and implementation of occupational health, safety, security and environmental policies towards achieving the company’s objectives.

A. POSITION PURPOSE:

The Health, Safety, Security and Environment Manager will be responsible for strategic direction, development and implementation of occupational health, safety, security and environmental policies towards achieving the company’s objectives related to its mandate of security of state lands, and undertaking all operations including but not limited to Quarrying, Agricultural Leasing, Construction and Project Management safely and in compliance of all laws and regulations and performing functions as required under relevant public procurement legislation. These operations are spread across an estimated 8,000 – 10,000 Acres of lands in Trinidad. Safety is EMBD’s number one priority in its operations.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

Operational and Risk Management

  • Follows closely to ensure that all required documentation, security and risk management systems are properly in place and followed in order that EMBD achieves at least a Satisfactory or better Audit rating and does not suffer any human loss, financial loss or negative image or exposure due to a lack of care in any area.
  • Develops and directs resources for Company-wide risk assessments, incident reporting, investigation, safety, physical security, guard force operations, access control, video monitoring and information security.
  • Provides leadership and specialist advice in matters associated with internally or externally generated safety and security issues through identifying causative factors and potential issues, recommending appropriate course/s of action and providing innovative solutions to complex and highly sensitive situations.
  • Provides operational/tactical analyses and planning for emergency situations, inclusive of crisis planning/response, hazard mitigation and business continuities.

 

HSSE Management

 

HSSE (Health, Safety, Security, and Environment) Management

  • Develops and implements the organization’s HSSE policy, standards, guidelines, and procedures to ensure ongoing maintenance of operations.
  • Reviews projects in order to make recommendations for the incorporation of HSSE design elements and criteria into progress.
  • Ensures that all employees are orientated in HSSE policies and procedures and are adhered to at all times.
  • Develops and implements safe systems of work including the preparation of risk assessments, job safety analysis and safety plans.
  • Conducts site inspections to ensure compliance with the organization’s health and safety regulations e.g. proper safety equipment is worn and procedures followed on all projects/area assigned.
  • Cultivates and manages stakeholder/partner relationships and agreements with Government Divisions and Law Enforcement Agencies on a continuous basis to facilitate their cooperation and support.
  • Ensures that regular and independent audits are scheduled and carried out on all contracted security providers in areas of operation, as required, ensuring adequate risk management and control in compliance with laws of Trinidad and Tobago.

 

Strategy

Strategic Planning and Implementation

  • Responsible for creating, organizing, and carrying out successfully a complete departmental strategic plan aimed at achieving the organization's vision, mission, and strategic priorities.
  • Ensures the effective implementation of the approved plan, monitoring results closely and recommends and implements changes as required to meet and exceed the strategic goals and targets set.
  • Assures the yearly Operational Plan and Budget for the department is prepared and submitted for approval to the Chief Executive Officer.
  • Collaborates closely with Human Resources to annually review the department’s structure, ensuring alignment with organizational objectives. Formulates and implements policies that effectively and strategically manage the department’s human resources and other assets, in accordance with approved guidelines.

 

Financial

Financial and Contract Management

  • Manages department and external contractors’ expenses within budget.
  • Manages the administration of contracts for procuring materials and services, adhering to the company’s policies and procedures.

 

Performance

Performance Management and Development

  • Responsible for the overall performance and productivity of the department, providing leadership by example, managing workflows and the equitable distribution of duties, ensuring consistency and integrity in decision making, effective knowledge management, timely and effective performance management, appropriate training recommendations and development of staff, the recommendation and implementation of sound disciplinary action as required, holding at least monthly meetings to listen to staff concerns, establish and communicate key performance measures, business targets, strategic goals, celebrate progress achieved, preserves and ensures that routine operations are efficiently carried out in order to accomplish the objectives of the Organization.
  • Develops performance standards and KPIs for staff and conducts annual performance appraisals.

It is the responsibility of each employee to protect oneself as well as fellow employees from injury. Work shall be conducted according to established safe practices and procedures. Please refer to EMBD’s Environmental, Health and Safety Policies.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Bachelor’s Degree in the disciplines of Occupational Safety and Health or Environmental Science, and Security Administration/Management or any other related field.
  • Training and/or professional qualifications in HSSE, Security Administration and Management.

Experience: Desired

  • Ten (10) years’ experience in an HSSE position in Construction, Quarrying or any extractive industries.
  • Five (5) years’ Senior Management Leadership/C-Suite experience directing a multi-disciplinary OSH/Security team, or other suitable Senior Management experience.
  • Experience in Public Sector/State Enterprise and a Post Graduate Degree will be considered an asset.

  • Knowledge of Environmental Management System.
  • Highly competent in managing the services of security contractors.
  • Knowledge of the Supplemental Police Act 2001 (Amended 2005).
  • Microsoft Office & Microsoft Project proficient.
  • Must be able to efficiently work with:
    • Computer
    • Gas meters
    • Audio meters
