Job Summary
We are seeking an experienced and highly motivated group HSSE Manager to join our team. The ideal candidate will have a strong background in health, safety, security and environmental management with a strong background in marine operations.
The incumbent will oversee and ensure all aspects of HSSE are maintained, while driving a culture of safety excellence and regulatory compliance across all the company’s activities.
Job Responsibilities
Policy and Procedure Development:
- Create, update, and implement quality, health, safety, and environmental policies and procedures to ensure compliance with relevant laws and regulations.
- Develop, implement, and maintain the company's quality management system in accordance with the ISO 9001, 14001 and ISO 45001/OHSAS 18001 certifications and other relevant standards.
2. Risk Management:
- Identify potential hazards and risks in the workplace and develop strategies to mitigate them.
- Conduct risk assessments, job safety analyses, and environmental impact assessments.
- Implement control measures to mitigate workplace hazards.
3. Compliance Management:
- Ensure the organization complies with all applicable health, safety, and environmental laws, regulations, and standards, including the Occupational Safety and Health Act 2004 and related regulations.
- Stay updated on relevant Flag regulations and international standards, ensuring the organization's practices align with them.
4. Training and Awareness:
- Develop and deliver QHSE training programs to educate employees and contractors on safety, quality, and environmental standards and practices.
- Promote QHSE awareness through campaigns, workshops, and other initiatives.
5. Incident Management:
- Investigate accidents, incidents, near-misses, and environmental breaches to determine root causes and implement corrective and preventive actions.
6. Emergency Preparedness:
- Develop and maintain emergency response plans, including evacuation procedures and contingency plans for various scenarios such as fires, chemical spills, or natural disasters.
- Act as a resource to vessel Masters and Deck Officers for marine technical matters relating to Safety, Fire Fighting, Navigation and Voyage Planning, Cargo Operations, Stability and Stress Calculations, Communications, and Emergency Response.
7. Audits and Inspections:
- Conduct regular inspections and audits of facilities, equipment, and processes to ensure they meet safety and environmental standards.
- Conduct internal audits and coordinate external audits to ensure compliance.
- Implement corrective actions as necessary.
8. Documentation and Reporting:
- Maintain accurate records related to QHSE activities, incidents, training, and compliance.
- Prepare reports for management, regulatory authorities, and certification bodies as required.
- Support in managing and optimizing the company’s Safety Management System according to the ISM Code
- Prepare management review reports and present QHSE performance to senior management.
9. Supplier and Contractor Management:
- Evaluate and monitor the QHSE performance of suppliers and contractors to ensure they meet the organization's standards and requirements.
10. Continuous Improvement:
- Identify opportunities for improvement in quality, health, safety, and environmental performance.
- Implement and track initiatives to enhance overall QHSE performance.
- Lead QHSE improvement projects and initiatives.
- Benchmark against industry best practices and implement improvements.
11. Culture and Communication:
- Promote a culture of QHSE awareness and responsibility among employees.
- Ensure that information related to safety, quality, and environmental issues is effectively communicated throughout the organization.
12. Budget Management:
- Develop and manage budgets for QHSE programs, including allocating resources for training, equipment, and other necessary expenses.
13. Regulatory Liaison:
- Serve as the primary point of contact with regulatory agencies and authorities on QHSE matters.
- Ensure timely reporting and compliance with regulatory requirements.
- Liaise with government agencies and certification bodies as needed
-Serve as HSSE representative for matters related to OSHA
- Complete STOW audits within the stipulated timeframes for the Group
14. Environmental Management:
- Develop and maintain the company's environmental management system in accordance with ISO 14001 & MARPOL Regulations.
- Monitor and report on environmental performance indicators.
- Implement waste reduction, energy efficiency, and sustainability initiatives.
15. Performance Measurement:
- Establish key performance indicators (KPIs) to measure the effectiveness of QHSE programs and track progress over time.
- Analyze quality and safety data and implement corrective actions to improve processes.
16. Workmen’s Compensation
- Directly coordinate all matters related to Workmen’s Compensation
17. Any other duties/responsibilities associated with the role
