JOB SUMMARY:

The Deputy General Manager, Corporate Services is the Chief Administrative and Financial Officer of the Authority. This role is responsible for the direction, organisation and control of the Finance, Human Resources, Information and Records, Legal and Aviation Training Centre functions of the Authority. The incumbent advises and makes recommendations on all matters pertaining to the above mentioned functions to assist in the determination of the overall objectives, policies and plans of the Airports Authority of Trinidad and Tobago (“the Authority”).

 

PRIMARY POSITION PURPOSE:

  1. To support the General Manager and Executive in the provision of efficient and effective corporate services.
  2. To ensure competitive advantage by effectively implementing operational plans in line with the Authority’s mission, vision and strategic plans.
  3. Drive innovation and process improvement through all Corporate Services functions

 

MAJOR ACTIVITIES:

  1. Directs the Division’s strategic vision and plans with regards to all assigned functions including preparation and control budgets, management accounting, auditing and internal controls.
  2. Ensures that all policies, procedures and practices are in place for the effective management of all assigned functions.
  3. Ensures appropriate development and deployment of divisional resources to achieve the Authority’s strategic goals.
  4. Ensure the provision of high quality, cost effective corporate services and ensures enhanced Board reporting.
  5. Ensures the sustainability of the Authority’s finances and resources.
  6. Leads the preparation of the Authority’s budget.
  7. Monitors and manages Key Result Areas for the Corporate Services Division.
  8. Assists the General Manager in making recommendations for long range strategies and objectives for the Corporate Services functions of the Authority.
  9. Directs the financial position of the Authority and ensures the availability of funds to meet
  10. the Authority’s short and long range plans and obligations.
  11. Administers and monitors all financial transactions on behalf of the Authority with all internal and external customers.
  12. Analyses investments and other financial options available to the Authority so as to advise the General Manager as to the specific advantages arising out of financial transactions.
  13. Ensures that all tax matters are properly prepared and presented in a timely and efficient manner to the appropriate authorities.
  14. Maintains working relationships with Banks and other financial institutions and oversees the management of the Authority‘s Insurance Risk portfolios.
  15. Provides direction in relation to :
    1. Budget and financial management, payroll and fleet management.
    2. Information Systems supporting records management.
    3. The provision of legal services including Contract negotiation and preparation, Statutory and other regulatory requirements and Legal Risk Management.
    4. Reviews the Division’s organisation structure and staffing needs and initiates appropriate action to ensure their adequacy for meeting long term and short term objectives.
    5. Assesses  the  performance  of  supervised  staff  on  annual  basis  in  accordance  with
    6. Company policies and procedures.
    7. Performs special projects as assigned by the General Manager.
    8. Other related duties.

 

 

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS:

 

QUALIFICATIONS AND EXPERIENCE

  • A Post Graduate Degree in Accounting, Finance, Business Management, Law or other relevant field.
  • At least ten (10) years’ experience in a Senior Management position. Some experience in the aviation industry will be an asset.
  • An equivalent combination of related experience and education may be considered.

  10. Ability to direct and personally present budgetary information as it affects the whole Authority and other financial matters to the General Manager and the Board.
  11. Ability to advise, analyse, plan, direct, control and approve the work of all the Senior Management personnel under his/her portfolio.
  12. Excellent communication skills to facilitate development activities with various stakeholders and interact effectively with his/her Management team.
