Job Summary

The position has leadership and operational responsibility for crucial functions within the Procurement operations and Supply Chain Planning & Management within the Group of companies. Key roles and responsibilities are as follows:

 

Job Responsibilities

  1. Develop Companywide Procurement procedures and processes and ensure that all buyers or persons involved in buying activities adhere to the procedures and processes laid out;
  2. Identifies and selects vendors to procure highly crucial services and materials meeting criteria of price, quality, quantity, availability, and delivery dates;
  3. Analyses departmental requests for completeness, accuracy of information and appropriate approvals. Determines procurement method needed to process a request such as bid, request for proposal, Service Level Agreement (SLA), or blanket contract;
  4. Reviews and refines highly complex technical bids and specifications. Reviews scope of works, specifications, costing structures etc.;
  5. Writes and distributes highly technical bid invitations or requests for proposal, receives and analyses quotes, bids, and proposals, and prepares recommendation to award contracts, SLAs, blanket orders etc.;
  6. Negotiates contracts and bid proposals and demonstrates cost savings through application of effective negotiation strategies;
  7. Conducts internal rollouts, awareness workshops, etc. to ensure that company’s personnel understand the Procurement policies and procedures. Interprets and communicates procurement procedures and policies to vendors as well;
  8. Conducts market research, interviews representatives and research companies to develop new sources of supplies to update records and files, and to secure favourable terms for the Company;
  9. Maintains a Vendor Database by conducting Vendor Registration to ensure that all suppliers meet company’s requirements;
  10. Prepares Service Level Agreements, Blanket Orders, framework and call-off agreements with vendors/suppliers;
  11. Monitors the maintenance of digital records database regarding contracts and purchase orders; prepares Monthly reports analysis and recommendations to Management for review and presentation;
  12. Oversee the administration and management of all tenders, RFQs, RFIs, EOIs and related documents to strengthen and optimize the vendor supply chain across the entire group of companies.
  13. Manage and respond to all client and potential client tenders, RFQs, RFIs, EOIs and related documents for the entire group of companies, with the exception of the Marine division.
  14. Provides support to Shared Services Manager on strategic commercial issues and claims;
  15. Supports with the development of new departmental procedures and processes to assist in streamlining the Department’s operations as the needs of the Company continues to grow;
  16. Maintain constant dialogue and visibility with all User groups within the group of companies;
  17. Supervises all buyers and persons involved in buying activities in the group of companies and provides the relevant support;
  18. Collaborate with all Logistics personnel including Warehouse Operations Lead to ensure timely receipt and dispatch of all items;
  19. Provide exceptional customer service to internal user departments and vendors/suppliers, ensuring clear communication, timely support, and effective resolution of any issues related to procurement and supply chain activities.
  20. Any other duties that may be required by the Shared Services Manager.

 

Job Requirements

  • A recognized Supply Chain certification at degree level or higher, such as CIPS Certification (minimum Level 4 Foundation Diploma); and
  • At least five (5) to seven (7) years of proven experience in Procurement operations and Contract management including drafting, reviewing, and negotiating contracts; and
  • Proficiency in MS Office Suite (Word, Excel, Projects) and Integrated Management and Purchasing software.
  • A strong working knowledge in Shipping and Logistics operations is highly recommended.
