Job Summary

Reporting to the Supervisor - Supply Chain Management (SCM), the Strategic Contracts Officer provides SCM technical guidance in the strategic sourcing of goods and services for PPGPL based on market intelligence. In addition, the incumbent is accountable for the negotiation, issuing requests for proposals, tenders, auctions, execution and administration of service contracts for the procurement and delivery of goods and services on behalf of the PPGPL.  The position also has responsibility for ensuring PPGPL’s compliance with governmental regulations, corporate guidelines and performance objectives.  These activities are expected to be conducted safely, cost-effectively and reliably and must be delivered in a manner that consistently adds value to PPGPL’s overall business process.  This role is a key enabler to capturing value from procurement through planning and the use of technology. The position is required to provide support to the Company’s operations, including the Group of companies, subsidiaries, and new business ventures.

 

Dimensions

The position of Strategic Contracts Officer is responsible for obtaining value for money in executing various procurement strategies including e-auctions, strategic partnerships, master service agreements (MSAs). The function is responsible for the identification and pre-qualification of select service contractors as well as the negotiation, execution and administration phases of service delivery. The position requires significant knowledge of the supplier-identification and contract-administration processes and must be especially skilled in the resolution of legal liabilities and other related commercial issues in the contract administration process. The position receives general guidance and direction from the Supervisor – Supply Chain Management (SCM) with whom they mutually establish tasks and objectives within that office, provides data for assimilation by the Supervisor – Supply Chain Management (SCM) for the development of the annual budget and avails advice and guidance to staff as the needs arises. The position interfaces internally with the Legal Department and Supervisory personnel and externally with vendors, suppliers, governmental and other regulatory agencies.

Nature & Scope

The position of Strategic Contracts Officer executes the strategic sourcing thrust in SCM by the focus on spend and category management, SCM technology via SAP Ariba, negotiates and executes service contracts for procurement of goods and services on behalf of the PPGPL. This responsibility is executed in the main, through a series of supplier-identification, contract negotiation with special emphasis on cost savings, performance-administration and performance monitoring processes. The function is supported by administrative systems which pre-qualify contractors, monitor and report on supplier compliance with the pre-qualification system and otherwise document supplier information and performance.

 

The Strategic Contracts Officer provides monthly and adhoc reports as may be required, review and register the requested documents of service contractors, pre-qualify such contractors, monitor their delivery requirements and otherwise audit the service delivery process to ensure that the interests of PPGPL in the procurement and supply of goods and services are optimized.

 

Duties & Responsibilities

  • Responsible for maintaining SCM technology (SAP Ariba), for strategic procurement of goods and services and ensures accuracy of data and business information in the data systems.
  • Develops strategic procurement management performance metrics/KPIs for procurement spend that demonstrate creation of value and flags risks and opportunities for management.
  • Strategic Involvement and Development in establishing and maintaining the procurement plan, identifying the categories of work to be executed in the long-term, with spend differentiation based on product or market categories and identification of the procurement strategy to be undertaken e.g. Competitive Tender, e-Auction, Single Source, MSAs, strategic partnerships etc.
  • Implements a category management program by conducting comprehensive yet practical analyses to identify opportunities for improvement in the category; conducts regular category review meetings to enhance the decision-making process and ensure improvement actions are implemented.
  • Analyses industry trends and evolving technology to proactively identify supply base issues to minimize risk, protect continuity of supply, and utilize emerging opportunities.
  • Responsible for the Contracts Administration processes for new market and business development initiatives. Provides expert SCM guidance and best practices to the Project team.
  • Negotiates and executes short- and long-term contracts for procurement of goods and services, sets up, implements and monitors blanket/long-term contracts on behalf of PPGPL.
  • Monitors the performance of company contracts and reports on contract performance, non-performance and other non-compliances.
  • Develops collaborative initiatives with the NGC Group for the strategic sourcing of Group items and participates in the planning of business strategies.
  • Provides assessments of insurance information and financial claims and general commercial issues.
  • Reviews and recommends necessary changes to the existing contract administration systems in order to capture and manage the risk to PPGPL.
  • Ensures regular management information reports are developed on the relevant expenditures in order to maintain strategic focus and plan.
  • Leads and or participates in Committees and cross-functional teams in accordance with roles and duties identified as per workplan and or team charters.
  • Provides support to PPGPL’s subsidiary business units on an as-needed basis as part of the shared services model between PPGPL and its subsidiary entities.

 

Job Specifications

 

Minimum Acceptable Academic Qualifications

 

  • Bachelor’s Degree in Business Management or Finance or Law and a Legal Education Certificate or related field from an accredited institution.

The following will be considered an asset:

  • A Graduate Diploma from the Chartered Institute of Purchasing and Supply (CIPS) or the Institute for Supply Management.

 

Minimum Number of Years of Relevant Experience

 

Eight (8) years’ experience in a similar function. Experience in the petrochemical industry will be considered an asset.
