The Senior Professional, Procurement is responsible for supporting the Manager, Procurement in planning and coordinating procurement activities, developing, implementing and monitoring the Procurement Plan consistent with the strategic objectives of the Authority.

Job Summary

The Senior Professional, Procurement is responsible for supporting the Manager, Procurement in planning and coordinating procurement activities, developing, implementing and monitoring the Procurement Plan consistent with the strategic objectives of the Authority.

Job Responsibilities

  • Ensure that all Procurement and Disposal activities are in accordance with the TTRA Procurement Handbook and established best practices as well as other  related TTRA Policies and Procedures.
  • Review, maintain, and ensure compliance with the approved Procurement and Disposal Manual (Handbook) in collaboration with Manager Procurement.
  • Assist in the development of the Annual Procurement and Disposal Plan, monitoring its implementation, and ensuring that appropriate guidance and support are provided to User Departments in order that the procurement and disposal needs of the organisation are met.
  • Participate in and provide support to Manager, Procurement in the formulation and implementation of procurement programmes and projects as required.
  • Plan, organize, direct, and coordinate the work of support staff engaged in the provision of Procurement and Disposal services.
  • Consult as necessary with other stakeholders as determined necessary to obtain advice and guidance on the interpretation and application of procurement and disposal policies, procedures, and legislations.
  • Liaise with the User Department to validate risk assessments for each category of expenditure or disposal and makes recommendations for necessary adjustments to the ‘Named’ Procurement Officer.
  • Consult with the User Departments on the preparation of Scope of Works and business case for requested procurement to ensure procurement request  are aligned to organization objectives.
  • Develop and maintain an efficient filing system that ensures that procurement, disposal, and contract management records are maintained and readily available, including to Internal Audit and other users.
  • Ensure that the budget for the acquisition has been confirmed prior to the placement of any orders to suppliers.
  • Preparation of procurement solicitation documentation as required.
  • Assist in the evaluation process for the selection of suppliers following the solicitation process.
  • Assist in developing Key Performance Indicators to monitor the performance of the Procurement unit.
  • Generate monthly reports on Procurement Activities for review by the Manager Procurement.
  • Assist in the creation and maintenance of a supplier database.
  • Maintain a safe and healthy work environment by adhering to organisation standards and legal regulations.
  • Remain updated on relevant tools, methodologies, and technology.
  • Perform other job-related duties as required.

 

Job Requirements

  • Bachelor’s degree in Supply Chain Management, Procurement or a related field.
  • Chartered Institute of Purchasing and Supply (CIPS) Diploma in Purchasing and Supply Level 4.
  • Minimum of five (5) years progressive procurement experience with at least two (2) years in a supervisory role.
  • Any other equivalent combination of education and experience.

Knowledge Requirements

  • Sound knowledge of procurement methods and procedures.
  • In-depth knowledge of the relevant laws and regulations, policies and procedures governing the procurement of supplies, equipment, materials, and services in the Public Service.
  • Knowledge of stores management and inventory control.
