To provide support to the Manager Procurement in ensuring that all procurement & disposal of public property efforts are performed in compliance with the objectives of the Public Procurement &Disposal of Public Property Act 2015.

Duties and Responsibilities:

 

  • Ensure compliance and oversight of the procuring high value/high risk goods, works and services. 
  • Ordering of goods works and services under arrangements over which procurement authority and due process have already been exercised at the aspect of the budget holder. 
  • Contributes to the development of the annual procurement plan. 
  • Assess procurement strategies to ensure consistency with category-level strategy; that they are well-reasoned and based on soundly researched evident; and that they address all elements outlined in the Office of the Procurement Regulator (OPR) Procurement handbook. 
  • Assists in the development of the annual schedule of all planned procurement activities. 
  • Assists in the review of internal policies and procedures to improve integrity, efficiency and effectiveness. 
  • Develop and maintain an efficient filing system that ensures that procurement, disposal and contract are maintained and readily available to the Internal Audit Department and the Officer of the Procurement Regulation. 
  • Prepare procurement reports, monthly management reports; quarterly reports and other reports deemed necessary. 
  • Assist with the preparation and issue notice of Standstill Period to bidders and ensure that the Standstill Period is observed. 
  • Prepare contract award letters, disposal and close-out reports for review by the Manager Procurement. 
  • Liaise with relevant departments to determine scope of works, terms of references and technical specifications for the preparation of tender documents and prepare review and submit before publishing tender notices. 
  • Assist in the review of the procurement and disposal file before final submission approval. 
  • Obtain and evaluate feedback from stakeholders, clients and staff, and analyse data derived from procurement monitoring systems to improve management and function. 
  • Provide advice and guidance regarding the application of procurement and disposal policies, procedures, rules and regulations to staff. 
  • Supervises the Procurement Officer and Buyer. 
  • Assists in the development of key performance indicators to measure the performance of staff and processes in the department. 
  • Assists in the conduct of performance evaluations of employees. 
  • Assists with the department’s budgetary processes. 
  • Performs related work as may be required by the job function. 

 

QUALIFICATIONS AND EXPERIENCE:

 

Minimum Requirements: 

  • Bachelor of Science Degree in Purchasing and Supply Chain Management from an accredited academic institution. 
  • Chartered Institute of Purchasing and Supply (CIPS) Level 5 or 6. 
  • Minimum of three (3) years’ experience performing similar functions in a procurement environment.

  

SPECIAL SKILLS AND KNOWLEDGE 

  • Extensive knowledge, understanding and application of procurement methods and procedures, law, rules and regulations governing public procurement and disposal such as Public Procurement and Disposal of Public Property Act 2015. 
  • Extensive knowledge of procurement and contracting techniques and procedures. 
  • Extensive oral and written communications skills. 
  • Excellent organizational skills, relation management, planning and time management skills. 
  • Ability to plan, organise and supervise the work of support staff. 
  • Proficient in Microsoft Office Suite. 
  • Expert knowledge of Procurement Software and applications.
