The Port Authority of Jamaica wishes to recruit a SENIOR CIVIL ENGINEER in the Engineering & Port Development Department.

SALARY SCALE: $8,766,798.08 - $10,017,247.63 per annum.

JOB SUMMARY:

The position plans and manages the execution of maritime and civil engineering projects aimed at developing the structural facilities of the island’s ports and harbours, from concept to post evaluation. The scope of responsibilities includes project design concept and development, feasibility, design and tender phases of projects, quality control implementation.

 

QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s degree in Civil/Construction/Structural Engineering.
  • Formal training in Project Management, basic international finance PLUS
  • Minimum of six (6) years of relevant work experience, with a focus on maritime and general civil engineering, including at least four (4) years in a senior management role.

 

DUTIES & RESPONSIBILITIES:

  • Participate in the conceptualisation process of developing port projects and port infrastructure. 

This includes:

-Developing design requirements.

-Preparing tender documents for preliminary designs.

-Reviewing preliminary design proposals; recommend consultants for projects.

-Ensuring designs meet all established guidelines relating to town planning, environmental control, safety and security, financial guidelines.

  • Manage the pre-implementation phase of projects, this involves:

-Preparing project budgets and schedules

-Reviewing and recommending lists of suitable contractors

-Making presentations and following up on the approval process for contracts with internal committees, ministries, contracts committees, cabinet, etc.

-Managing the tender and contracts awards process for contractors

-Launching the project in conjunction with the assigned Project Officer

  • Develop and plan projects to be undertaken in accordance with the Authority’s policies and objectives.  This involves:

-Developing working plans and monitoring procedures to ensure successful implementation of proposed projects.

-Preparing contract documents for approved projects based on standard policies and organisation objectives.

-Preparing and analysing tender documents to engage the services of consultants. Submit findings and make recommendations to the Vice President, Engineering.

-Liaising with other statutory authorities, government departments or any other pertinent public or private agencies to ensure that project requirements are effectively met.

  • Monitor the implementation phase of assigned projects to ensure that all project requirements are met. This involves:

-Reviewing the technical aspects of the project to ensure that specifications are met.

-Monitoring the activities and results of project managers in coordinating the assignments of contractors and consultants to ensure that activities are undertaken in a systematic and effective manner as laid out in the working plan; to eliminate cost and time overrun thereby ensuring that project financial viability is achieved.

-Recommending or initiating corrective action where appropriate, including audits

  • Manage the project payment/disbursement process for projects funded by overseas aid agencies; this involves liaising with aid agencies, local and international banks, Bank of Jamaica, ministries and other agencies to ensure that contract guidelines are adhered.  Work in conjunction with the Finance Division to manage foreign exchange risks.
  • Ensure that project progress and other reports are completed in a timely manner and outstanding matters are dealt with effectively and efficiently.
  • Assist in the development of capital and recurrent budgets for the division.
  • Monitor the financial obligation of each project and monitor expenditure against budget; prepare progress reports accordingly.
  • Ensure that certificates for payments submitted on behalf of contractors/consultants are accurate and comply with guidelines laid out in the contract documents.  Review and approve same in conjunction with the assigned Project Officer.
  • Assist the Vice President, Engineering in negotiations by completing the necessary research and submitting findings and recommendations.
  • Provide guidance to project officers during implementation of assigned projects ensuring effective project management techniques are employed to keep expenditure within budgetary limits and facilitate timely completion of activities. Manage specific projects directly.
  • Manage the feasibility, design and tender phases of projects, liaising with other statutory authorities, Government departments, public or private agencies to ensure that project requirements are met.
  • Ensure that quality control techniques are implemented during the construction phase in accordance with international designing standards.
  • Any other duties assigned.
