The Western Regional Health Authority (a Statutory Body under the Ministry of Health & Wellness) is currently seeking to employ a REGIONAL MEDICAL TECHNOLOGIST.
REGIONAL MEDICAL TECHNOLOGIST

Salary Range: $6,799,334.00 - $8,082,271.00 per annum
Under the supervision of the Regional Technical Director (RTD), the incumbent is responsible to provide strategic leadership to the regional laboratory services. He/she also coordinates scientific, technical and operational management activities of the professional service and is accountable for the adequate delivery and efficiency of high quality laboratory service with the Region.
CORE RESPONSIBILITIES
- Develop and implement the strategic, operational and quality plans for the activities of the laboratory service at public hospitals and health centres
- Prepare and assist with the preparation of operational plans, budget and reports (monthly, quarterly, annual, ad hoc)
- Lead the quarterly and annual performance review to access the achievement of the laboratory service with the regional health authority
- Review, approve and submit procurement requisition for equipment and supplies to maintain and improve the hospital and health centre laboratories
- Provide technical advice and recommendation to the Region on matters pertaining to Laboratory and Medical Technology service
- Coordinate with supervisors to review and implement new instrumentation, reagents and methodologies within the hospital and health centre laboratories
- Collaborate with the Chief Medical Technologists in the Disaster Emergency Preparedness activities and programmes
- Identify training needs and coordinate capacity building activities as required
- In consultation with NCU and UTECH, be responsible for all aspects of Medical Technology Internship programme
- Coordinate the orientation activities of new medical technologists as well as lab users, such as medical doctors and interns
- Monitor the operation of the blood bank and blood donation centres to ensure adequate collection and storage of blood and blood products to meet the needs of the Region
- Manage the scientific/technical and operational activities of the laboratory service, ensuring that quality services are delivered to clients and key performance targets are achieved
- Schedule and conduct relevant audits and other quality assurance exercises
- Have budgetary responsibility for laboratory service
- Perform any other duties that may be required for the effective functioning of the organization/service

Technical
- Expert knowledge of all aspects of medical laboratory practices as well as statutory requirements and published rules and regulations
- Extensive knowledge in all the disciplines of Medical Technology, serving as a technical specialist in areas of emergency disaster preparedness
- Sound knowledge of the Public Health Laws and Regulations;
- Knowledge of the National Health Policy, Health Facility Act and all other laws and regulations pertaining to Laboratory Services in Jamaica
- Knowledge of Management Principles and Practices;
- Excellent knowledge of the Medical Staff Policies and Procedures manual as well as other policies and manuals that govern the paramedical groups;
- In-depth knowledge of the public health systems relating to the delivery of healthcare;
- Excellent knowledge of the organizations’, Ministry of Health & Wellness and GOJ policies, manuals, standards and procedures;
MINIMUM REQUIRED QUALIFICATION & EXPERIENCE
- Bachelor of Science in Medical Technology from an accredited tertiary institution OR Diploma in specialized area of Medical Technology attained from the Caribbean Association of Medical Technologists (CASMET)
- Diploma in Medical Technology from an accredited tertiary institution PLUS Training in Supervisory Management
- AND
- Minimum eight (8) years proven management experience in a clinical laboratory with two (2) years at senior management level
- Current registration with the Council for Professions Supplementary to Medicine
SPECIFIC CONDITIONS ASSOCIATED WITH THE JOB
- May be required to work outside of normal working hours, including weekends and public holidays;
- Will be required to travel within and outside of the Region;
- Exposure to highly confidential and sensitive information;
