POSITION TITLE:

Quantity Surveyor

(Contract Position)

POSITION GRADE:

Grade 3

DEPARTMENT:

Projects and Quarry

REPORTS TO (JOB TITLE):

A. POSITION PURPOSE:

The Quantity Surveyor is responsible for providing independent, objective, accurate, and reliable capital and operating cost assessments usable for investment funding, project control, valuation of work in progress, forecasting final costs and provides advice on commercial costs for Projects.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

Cost Assessment and Financial Management 

  • Provides independent, objective, accurate, and reliable capital and operating cost assessments usable for investment funding and project control.
  • Carries out valuations of work in progress, including forecasting of final costs.
  • Prepares and monitors project cash flow forecasts.
  • Measures, values, submits, and negotiates contract variations.
  • Prepares, submits, and negotiates project final accounts.
  • Performs commercial vetting of sub-contractor tenders and contracts.
  • Certifies subcontractor monthly valuations and final accounts.
  • Assists in preparation and adherence to project purchasing targeting and costing budgets.
  • Prepares Bills of Quantities, tender and contract documents.
  • Costs work items and prepares Engineers’ Estimates.
  • Measures/valuates completed works on site and prepares payment valuations.
  • Measures/valuates variations in the work during the course of the contract.
  • Assesses Contractor’s Claims.

 

Commercial and Contractual Matters

  • Provides advice to project staff on commercial and contractual matters including reviewing and drafting of correspondence.
  • Ensures that business commercial processes are adhered to at project level.

 

Facilities Maintenance and Management

  • Develops EMBD’s facilities maintenance plans, procedures and ensures implementation.
  • Prepares annual maintenance budget for EMBD’s facilities.
  • Performs inspections of facilities to identify and resolve issues.
  • Ensures that risk assessments of the facilities are conducted on a timely basis.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHINICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Bachelor’s Degree in Quantity Surveying or professional qualification in Quantity Surveying from a recognized and accredited institution.
  • Certification as a member of a recognized Institute of Chartered Surveyors.
  • Training in International Federation of Consulting Engineers (FIDIC).

Experience: Desired

  • Five (5) years’ experience in a similar position.
  • Experience in Public Sector/State Enterprise will be considered an asset.

Technical Competencies: Desired

  • The ability to write clear and precise reports.
  • Understanding of how to relate complex information in a simple way to a diverse range of people.
  • Knowledge of different construction materials and their availability is also important.
  • Must be computer literate with proficiency in the use of the Microsoft Office Suite.
