The QHSE Manager reports directly to the CEO and is responsible for overseeing and managing the company’s Quality, Health, Safety, and Environmental policies and procedures across all divisions including oil & gas, rigging & lifting, mechanical & engineering, and commercial & consumer services.

JOB SUMMARY

The QHSE Manager reports directly to the CEO and is responsible for overseeing and managing the company’s Quality, Health, Safety, and Environmental policies and procedures across all divisions including oil & gas, rigging & lifting, mechanical & engineering, and commercial & consumer services. The role ensures that operations comply with industry regulations, client standards, and internal protocols, fostering a culture of continuous improvement and safety.

JOB DUTIES

  • Develop, implement, and maintain QHSE policies, procedures, and systems to meet regulatory and customer requirements.
  • Design strategies for continuous improvement in safety, quality, and environmental performance within the organization at both sites.
  • Ensure compliance with local, national, and international regulations related to health, safety, and the environment.
  • Conduct regular internal audits and inspections to assess compliance and identify potential risks.
  • Manage third-party audits, certifications, and accreditations relevant to industry standards (e.g., STOW Certification).
  • Identify, assess, and mitigate risks associated with operations within the various Divisions at both sites.
  • Develop and implement risk management frameworks and incident investigation procedures associated with (JSA/TBA/JHA/Method Statements).
  • Provide leadership and guidance in QHSE matters to employees and management teams.
  • Develop and deliver training programs on quality, health, safety, and environmental best practices.
  • Delivers a comprehensive report on all QHSE matters at Management review meetings.
  • Promote a safety-first culture across all departments and job sites.
  • Lead investigations into safety incidents, near-misses, and non-conformances.
  • Prepare and submit detailed incident reports with root cause analysis and corrective action plans.
  • Track and analyze safety performance data to inform future safety improvements.
  • Represent the company in QHSE matters during client meetings, tender processes, and industry forums.
  • Lead environmental management initiatives, including waste reduction, pollution control, and sustainability efforts.
  • Ensure that operations align with environmental policies and sustainability objectives.
  • Oversees the coordinating and conducting work area assessments, surveys, and program evaluations to determine the presence of hazardous conditions, such as noise exposure, chemical exposure, etc.
  • Assign responsibilities to team members and actively participate in the HSE Committee, Emergency Response Team, and Sustainability Environment Committee. Advocate for and contribute safety expertise to these key areas.
  • Support the contractor pre-qualification and selection process, ensuring that all critical equipment and machinery are certified and compliant for use on company sites.
  • Conduct site visits to client locations upon request to ensure compliance with safety and quality standards.
  • Gather and manage job close-out reports and customer feedback from managers to support continuous improvement efforts.
  •  Any other QHSE duties as assigned by the CEO.

KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. A master’s degree is an advantage.
  • Professional certifications such as NEBOSH, CSP, or equivalent.
  • In-depth knowledge and experience of ISO standards such ISO 9001 - Quality Management System, ISO 4501 – OH & S Management System, ISO 3100 – Risk Assessment and ISO 14001 – management guidelines for the environment and other related relevant HSE industry standards
  • In-depth knowledge of OSH Act, current HSE legislation and STOW requirements.
  • Minimum of 3-5 years of experience in a QHSE Management role.
