Public Procurement Officer

Public Procurement Officer plans & coordinates the timely and cost-effective procurement of equipment, materials, and services in accordance with the Government of Jamaica (GOJ) procurement guidelines and the Agency’s policies, procedures and quality standards.

MIND Grade 5

The MIND seeks to identify a suitable qualified, experienced and competen Pubic Procurement Officer 

• Ensure all Agency procurement is in complete compliance with GoJ and Agency guidelines
• Ensure the proper management of the Agency’s relationship with approved suppliers, vendors and relevant service providers
• Establish and maintain a schedule of approved suppliers used by the Agency
• Obtain resources, quotations and secure competitive bids for goods and services
• In coordination with Departmental/Unit managers, ensure that appropriate authorizations and documentations are obtained for all procurement activities
• Facilitate the preparation and submission of purchase orders and service contracts in accordance with the Agency’s reporting requirements and GoJ guidelines
• Anticipate Agency needs and requirements by keeping abreast of market and product trends and developments and make recommendations for adoption as appropriate
• Source goods and services, and negotiate prices and contracts
• Ensure the proper and correct filing of all information regarding procurement to facilitate easy access
• Work with the Finance and Accounts Unit to ensure that vendors are paid on schedule
• Maintain contracts and procurement records
• Prepare monthly procurement reports
• Facilitate staff familiarization and training in the area of procurement
• Prepare Quarterly Contract Award (QCA) reports for submission to the Integrity Commission in the specified timeframe
• Prepare the monthly Public Sector Reporting System (PSRS) report which outlines all the Agency’s general expenditure for submission to the Ministry of Finance and the Public Service
• Represent the Agency at Sector Committee Meetings
• Participate as a member of Agency’s Procurement Committee
• Contribute to the development of the Agency’s Strategic plans and budget
• Prepare weekly, monthly and quarterly performance reports.
• Act as risk champions in their area of work;
• Support the identification and management of risks within the Agency;
• Manage risks related to their area of work, within their delegated authority;
• Perform within the agreed risk criteria and risk limits;
• Balance risk avoidance with seizing opportunities; and
• Escalate risk management issues and concerns to the Management Team.
• Perform other related duties as assigned from time to time by the Head of Public Procurement
