JOB PURPOSE
The Public Finance Advisor will play a pivotal role in strengthening the financial management capacity of the Ministry of Finance by supporting public finance improvement and reform initiatives. The Advisor will provide expert guidance, mentoring, and coaching to the Ministry of Finance staff, ensuring best practices are adopted across all aspects of public financial management, including budget preparation, execution, reporting, and governance reforms.
KEY RESPONSIBILITIES
Strategic Advisory Services:
- Provide high-level strategic advice to the Hon. Financial Secretary on public finance policies, reforms, and practices.
- Support the development and implementation of a medium-term fiscal strategy aligned with Montserrat's economic and social development goals.
- Conduct policy analysis and make recommendations on improving revenue generation & management, expenditure management, and fiscal sustainability.
Budget Preparation and Execution:
- Assist in the preparation of the annual budget, ensuring alignment with national priorities and fiscal frameworks.
- Provide guidance on budget execution, monitoring, and reporting to improve transparency and accountability.
- Support the development of program-based budgeting and performance monitoring systems.
Capacity Building:
- Mentor and coach Ministry of Finance staff to build their skills and competencies in public financial management.
- Design and deliver training programs for staff on topics such as budget formulation, financial analysis, and reporting.
- Establish knowledge-sharing practices to ensure sustainability of skills development.
Governance and Risk Management:
- Assist in strengthening financial governance, including the development of internal controls, risk management frameworks, and audit processes.
- Ensure adherence to international public sector accounting standards and other relevant financial guidelines.
- Support initiatives to combat financial irregularities and promote ethical financial practices.
Public Financial Management Reform:
- Lead or contribute to reform projects aimed at enhancing public financial management systems and processes.
- Develop and monitor key performance indicators for public finance reforms.
- Provide input into legislative and regulatory changes to improve financial governance.
Stakeholder Engagement:
- Facilitate collaboration between the Ministry of Finance and other government ministries, development partners, and stakeholders.
- Represent the Ministry of Finance in meetings, conferences, and workshops related to public financial management.
- Prepare reports, briefings, and presentations for senior leadership and stakeholders.
QUALIFICATIONS & EXPERIENCE
Essential:
- A postgraduate degree in Finance, Economics, Public Administration, or a related field.
- At least 10 years of professional experience in public financial management, including advisory roles in government or international organizations.
- Demonstrated expertise in budgeting, fiscal policy, and financial governance.
- Proven track record of implementing public financial management reforms.
- Strong analytical, problem-solving, and communication skills.
