The Properties Officer is responsible for assisting with the managing of the Properties Department through planning, organizing, implementing and maintaining files and electronic databases for all properties and property interests owned and utilized by the entity.

 Properties Officer

Reporting to the Senior Properties Officer, the incumbent will undertake negotiations for the purchase and lease of properties and in directing the utilization of watershed lands by the continuous monitoring of activities/persons thereon.

The incumbent will be responsible for monitoring the collections/expenditure of rental income and facilitating the maintenance of buildings owned or rented island-wide. The incumbent will function consistently within the various Acts of Jamaica and Government policies and the best practice of the association of Land Economists and Valuation Surveyors, Association of Commissioned Land Surveyors, and the Real Estate Board in Jamaica.

OTHER Duties and Responsibilities Include:

  • Assisting in developing projects to increase the efficiency of the Department and always seeking to utilize and uphold best practices of the Real Estate Industry in accordance with the entity’s policies and procedures;
  • Assisting in reviewing and/or developing the Properties Department processes and procedures, ensuring implementation and monitoring compliance for increased efficiency;
  • Preparing reports regarding Expenditure and Income, in the capacity of Landlord and Tenant;
  • Assisting in maintaining and updating the Property Register for properties supervised island-wide and overseeing the maintenance of the electronic database;
  • Assisting in organizing the removal of squatters from the properties by liaising with the relevant internal departments and external organizations/agencies;
  • Conducting negotiations with landowners or their agents for the purchase or lease of real estate to site facilities/offices and provide easements;
  • Undertaking research on the real estate market, Titles Office, National Land Agency, and other government bodies to obtain current information, and inspecting the condition of private properties being negotiated for purchase or lease;
  • Administering all leases in accordance with Lease Agreements, ensuring renewals and rent reviews are undertaken in a timely manner, and monitoring payment/collection for the lease of the entity's properties;
  • Liaising with the legal department regarding the conclusion of property transactions for lease agreements, easements/splinter titles, and ensuring final documentation is received in the entity’s name so the Property Register can be updated;
  • Recommending matters for court action to the Legal Department, including recovery of rental arrears, trespass, evictions, and divestments of lands;
  • Commissioning valuations and surveys, and submitting subdivision plans to the Parish Council for the acquisition and divestment of lands;
  • Inspecting sites island -wide to assist in determining indicative value for lands with recommendation for the lease/purchase of specific properties.

 Ideally, the successful applicant should possess:

  • BSc in Real Estate Management and Valuation;
  • At least three (3) years’ experience in Property Management/ Land Administration;
  • Experience in Public Sector Land Management Policies is an Advantage;
  • Working Knowledge of Geographic information Systems and the ability to use Microsoft Office Suite;
  • Sound knowledge of Real Estate Law/Practices;
  • Sound knowledge of Valuation Practices and Principles and Property Management;
  • Knowledge of Building Construction and Site Surveying Principles;
  • Knowledge of Financial Management principles;
  • Knowledge of the Land Acquisition Act, Policy Framework and Procedures Manual for the divestment of government-owned lands.
