The Monitoring, Evaluation and Reporting Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project.

The Private Sector Organisation of Jamaica (PSOJ) has made a commitment to leverage its network and contribute to a strategic and targeted intervention aimed at transforming social and economic outcomes for communities across Jamaica. This leading private sector umbrella group seeks to facilitate a collaborative, evidence-based approach to inclusive community development and sustained violence prevention. The approach of the Social Transformation and Renewal Foundation (STAR) is towards effective partnerships, data-driven problem solving, mindset change, community-informed and owned decision making, accurate and timely reporting, and accountable systems of oversight and governance. Project STAR’s ultimate outcome is that as one people, we are working together to transform ourselves and our communities; creating a Jamaica where all are valued, and all can thrive.

STAR is aligned with the Ministry of National Security’s (MNS) framework for social and community transformation, and it is anticipated that this alignment will result in collaborations that redound to the benefit of communities, and the nation.

We are currently seeking a highly motivated and detail-oriented individual to join our team as a Monitoring, Evaluation and Reporting Officer. The Monitoring, Evaluation and Reporting Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project.  He/she will strengthen and coordinate the systematic monitoring framework towards improving the qualitative and quantitative evidence gathered by the Technical Work Stream.  He/she will also provide technical assistance to the Implementing partners, particularly in relation to monitoring, reporting and governance issues.

 

Specific Duties:

The Monitoring, Evaluation and Reporting Officer will be responsible for the following tasks:

  1. Review the existing logic model for the project and develop the required framework for successful execution, including all monitoring, evaluation and reporting procedures for the project;

  2. Ensure continuous alignment between the RBF and programmes across all Project Stream

  3. Develop common indicators for data collection; design data collection tools/templates, and assist in regular data collection/generation process;

  4. Monitor and track all programmatic project activities, and progress towards achieving the project output;

  5. Develop indicators for the programmes and sub-projects across all project areas of success;

  6. Monitor and evaluate overall progress on achievement of results;

  7. Develop the sustainability plan with proposed strategies to ensure the continuation of the project’s results.

  8. Create systems for documenting and sharing lessons learned and provide feedback to the Project Director on project design, methodological approaches and proposed revisions to activities, when and where necessary, based on empirical evidence gathered;

  9. Suggest strategies for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

  10. Train project staff, community representatives, and partners in M&E processes, data collection methods, and reporting requirements.

  11. Provide ongoing technical support to ensure the quality of data and adherence to M&E standards.

  12. Report monthly, quarterly, and annual progress on all project activities to the relevant committees and Project Director ;

  13. Prepare specifications and work closely with the digital strategy team to develop and implement digital strategy for the collection and analysis of data and reporting of information to the various stakeholder groups.

  14. Participate in annual project reviews, planning workshops, knowledge knowledge-sharing conferences and assist the Project Director in preparing relevant reports;

  15. Assist in coordinating across the different work streams of the Project to ensure effective implementation of M&E;

  16. Assist the project personnel with M&E tools and supporting them in their use;

  17. Perform other duties related to this role as required.

 

Qualifications

Education:

  • Bachelor’s degree in Monitoring and Evaluation, Development Studies, Statistics, Social Sciences, or a related field.
  • A postgraduate degree or certification in M&E.

Experience:

  • Minimum of 3 years of experience in M&E roles within community development or related sectors.
  • Proven experience in designing and implementing M&E frameworks for projects.
  • Experience in participatory monitoring approaches and working with community-based organizations.

Technical Skills:

  • Proficiency in data analysis software- specifically Zoho Applications, SPSS, Stata, or R and visualization tools (e.g., Power BI, Tableau, or Excel).
  • Strong knowledge of qualitative and quantitative research methods.
  • Familiarity with Results-Based Management (RBM) and Logical Framework Approach (LFA).

 Competencies:

  • Ability to work independently and collaboratively in a multicultural environment.
  • Agile and can navigate different challenges
  • Attention to detail and commitment to data quality.

Other Requirements:

  • Willingness to travel to project sites as needed.
