Job Summary

The Manager Procurement is required to plan, direct, and coordinate the procurement activities of the Authority ensuring compliance with applicable procurement laws, regulations, policies and procedures. Duties include developing, implementing, and monitoring the procurement and disposal plan/programme; planning and directing the work of the procurement staff; managing the tendering process; evaluating the performance of contractors (includes vendors, suppliers, and consultants); and providing cost information in the budget estimate development process. The Manager is also responsible for developing and implementing policies and operating procedures to guide the Procurement process.

Job Responsibilities

  • Plan, organize, direct and co-ordinate the procurement of supplies, materials, equipment, fixed assets and services (including consulting services) for the Authority.
  • Develop, implement, and monitor a procurement plan/ programme for the Authority.
  • Ensure that all procurement activities comply with applicable laws, regulations, policies, and procedures and adhere to the principles of accountability, transparency, and value for money.
  • Plan, organise, direct and co-ordinate the work of staff engaged in procuring supplies, materials, equipment, and services for the Authority; provides them with advice and guidance on procurement issues; evaluates and reports on their performance.
  • Lead the preparation of Expressions of Interest, Request for Quotations, Letters of Invitation, Request for Proposals, and other tender documents; manages the procurement process to ensure consistency and compliance with applicable laws, regulations, policies, and procedures.
  • Provide guidance and advice on the development of tender documents (Terms of Reference, Technical Specifications and Scope of Works) and other procurement activities.
  • Facilitate the evaluation of proposals and bids and generates reports for submission to Head of Department, the Department’s Tenders Committee or to the Procurement Regulator.
  • Lead negotiations with contractors and with lending agencies, where appropriate.
  • Direct and oversee the establishment, implementation, and maintenance of a contractor performance management system to assess indicators such as capability, quality, and delivery.
  • Plan and organise the logistics associated with prompt delivery of supplies, materials, equipment, and services to meet the needs of the Authority.
  • Lead the development of the Authority’s budget estimates by advising on projected costs of supplies, materials, equipment, and services through the generation and monitoring of an annual Procurement Budget.
  • Ensure the establishment and maintenance of an appropriate inventory control and management system.
  • Recommend procurement and warehousing strategies to take advantage of economic order quantities, prices, and deliveries.
  • Liaise with officials of Departments, Tender Committee, Procurement Regulator, and other private/public sector organizations regarding procurement matters as required.
  • Prepare reports and other documents as required on procurement matters.
  • Represent the Authority on committees and at meetings and other fora related to procurement matters.
  • Remain updated on relevant tools, methodologies, and technology.
  • Perform other job-related duties as required.

Knowledge Requirements

  • In-Depth knowledge of the relevant laws and regulations, policies and procedures governing the procurement of supplies, equipment, materials, and services in the Public Service.
  • Extensive knowledge of procurement methods, policies and procedures.
  • Considerable knowledge of stores and inventory control management.

Job Requirements

  • Bachelor’s degree in Supply Chain Management, Procurement or a related field.
  • Chartered Institute of Purchasing and Supply (CIPS) Advanced Diploma in Purchasing and Supply Level 5.
  • Minimum of five (5) years’ progressive procurement experience including three (3) years at a managerial level.
  • Public Sector experience in Procurement and Supply Chain Management.
  • Any other equivalent combination of education and experience.
