The Regulated Industries Commission is interested in engaging the services of a Manager Human Resources and Administration to provide a full range of Human Resource Management services and expertise to the Commission.

Job Title:  Manager Human Resources and Administration

The Manager, Human Resources and Administration is generally accountable for providing a full range of Human Resource Management services and expertise to the Commission, inclusive of the formulation, execution and communication of approved personnel policies and procedures. Additionally, the position is responsible for the supervision of the corporate administrative functions, inclusive of Facilities and Operations, Security and Front desk services.

The Manager, Human Resources and Administration ensures that the functions of human resource planning, talent acquisition and onboarding, compensation and benefits, Learning and Development, Industrial Relations, performance management and employee engagement are appropriately managed and administered.

Job Responsibilities

  1. Maintains overall responsibility for the optimal functioning of all aspects of the Human Resources and Administrative Department and supervises.
  2. Develops the strategic imperatives of the department in conjunction with the Executive Director and the Commission’s strategic plans.
  3. Develops and provides guidance policies and procedures to effectively deliver the Commission’s human resource strategies, management and administrative services while proactively assessing and ensuring their effectiveness.
  4. Provides advice on Industrial Relations matters, meets with external Legal Council, alongside the organization’s legal personnel and attends to Industrial Relations issues at the Ministry of Labour, Registration Recognition and Certification Board, and Industrial Court when necessary.
  5. Oversees the development of Compensation proposals for Salary Review and administers the Commission’s approved compensation and benefits packages.
  6. Administers the Commission's group medical and pension plans by overseeing enrollment, managing contributions, ensuring compliance, analysing plan performance, and providing support to employees regarding benefits and retirement planning.
  7. Ensures awareness and enforcement of the organisation’s policies, procedures and practices.
  8. Administer the disciplinary and grievance-handling processes of the Commission.
  9. Design when necessary and implement and monitor the effectiveness of the performance appraisal systems as approved by the Commission.
  10. Analyse training needs and develops and implement appropriate training plans for the Commission’s employees.
  11. Manages recruitment and selection processes to identify and hire qualified candidates for vacant positions.
  12. Oversees the implementation and administration of the Commission’s Employee Assistance Programme.
  13. Manages the administrative support services which include security, facilities and operations, and front desk services.
  14. Reviews payroll activities for conformity to HR requirements.
  15. From time to time, performs other job-related tasks assigned, beside those set out in the Job Description.

Knowledge/Skills/Abilities

  • Skilled in developing and maintaining organisational systems.
  • Proficient understanding of Trinidad and Tobago's industrial relations framework.
  • Ability to formulate and articulate the strategy for the human resource function within this organization.
  • Expertise in key strategic human resource functional areas
  • Exceptional interpersonal, communication, and presentation abilities.
  • Capable of analysing HR metrics and making informed, data-driven decisions.
  • Experienced in leading change management initiatives within organisations.
  • Self-driven with the ability to plan, organise, and execute tasks independently.
  • Possesses strong analytical skills and effective leadership qualities.
  • Results-oriented with a proven ability to meet deadlines.
  • Able to provide counselling and guidance to employees and managers.
  • Experience in policy development and writing.
  • In-depth knowledge of HRIS (Human Resources Information Systems).
  • Experience with employee benefits programs, including medical, life, and retirement/pension plans.

Job Requirements

  • A minimum of ten (10) years of managerial experience in Human Resource Management, Industrial Relations, Business Administration or a related field is required.
  • A Master’s Degree in Human Resource Management or related field,
  • A Bachelor's Degree in Human Resource Management, Business Management, or another related field.
  • Training in Industrial Relations.
  • Additional certification such as SHRM (Society for Human Resource Management) or
  • HRCI (Human Resource Certification Institute) qualification is preferred.
