The HSSEQ (Health, Safety, Security, Environmental, and Quality) & Facilities Manager is responsible for overseeing the development, implementation, and management of health and safety policies, environmental management programs, security measures, and quality standards within the organization.

KEY POSITION RESPONSIBILITIES:

  • Policy and Program Development: Develop, implement, and monitor comprehensive health and safety policies, procedures, and programs that ensure the safety of employees, contractors, and visitors. 
  • Compliance Assurance: Ensure compliance with local, national, and regional health and safety regulations, standards, and best practices. 
  • Risk Management: Lead the risk assessment process across all operations, identifying potential hazards and implementing strategies to mitigate risks. 
  • Incident Investigation: Lead investigations into workplace accidents, injuries, and safety incidents, ensuring proper documentation and the implementation of corrective and preventive actions. 
  • Safety Culture Promotion: Foster a proactive safety culture through employee engagement, training, and awareness campaigns. 
  • Sustainability Programs: Develop and implement sustainability initiatives that minimize the organization’s environmental impact, such as waste reduction, energy efficiency, and resource conservation. 
  • Environmental Compliance: Ensure compliance with environmental laws, regulations, and standards, including managing environmental permits and licenses. 
  • Environmental Audits and Inspections: Oversee routine environmental audits, ensuring adherence to environmental management systems (EMS), and implementing corrective actions where needed. 
  • Waste Management: Develop and manage systems for safe disposal and recycling of hazardous and non-hazardous materials. 
  • Sustainability Reporting: Prepare and submit environmental performance reports to regulatory authorities and senior management. 
  • Security Policies and Procedures: Develop and maintain robust security protocols to protect company assets, personnel, and facilities from internal and external threats. 
  • Crisis Management: Lead the crisis management strategy, ensuring the organization is prepared for any security or emergency situation, including theft, natural disasters, and workplace violence. 
  • Surveillance and Risk Mitigation: Oversee physical security measures, such as surveillance systems, access controls, and security personnel, to ensure facility safety. 
  • Security Audits: Conduct periodic security audits and assessments to identify potential vulnerabilities and implement corrective actions. 
  • Quality Assurance: Oversee the development and implementation of a robust quality management system (QMS) aligned with industry standards such as ISO 9001, ensuring product and service quality meet or exceed customer expectations. 
  • Continuous Improvement: Promote continuous improvement methodologies such as Lean, Six Sigma, or Total Quality Management (TQM) to enhance operational efficiencies, reduce defects, and improve quality. 
  • Quality Audits and Inspections: Plan and conduct internal and external quality audits to ensure conformance to quality standards and regulatory requirements. 
  • Facility Operations & Maintenance: Oversee the maintenance of buildings, utilities, and equipment to ensure operational efficiency. 
  • Preventative Maintenance: Develop, implement, and track a full maintenance schedule for all locations, ensuring compliance with safety and operational standards. 
  • Vendor & Contractor Management: Manage external service providers for cleaning, repairs, security, and other facility-related services. 
  • Workplace Safety & Compliance: Ensure all facility operations align with HSSEQ policies and legal requirements. 
  • Systems Integration: Manage the integration of Health, Safety, Environmental, Security, and Quality functions to ensure a seamless approach to risk management and regulatory compliance. 
  • HSSEQ Training: Develop and lead comprehensive HSSEQ training programs for employees at all levels to ensure understanding and adherence to HSSEQ policies. 
  • Ensure timely submission of required reports, including health and safety reports, environmental impact assessments, and quality certifications.
  •  Team Leadership: Lead and manage the Health & Safety Committee, Wardens, First Aiders, member of the Support Services team providing guidance, mentorship, and support.
  • Performance Management: Set clear performance expectations, conduct performance reviews, and ensure ongoing development for the HSSEQ team. 
  • Budget and Resource Management: Manage the HSSEQ budget, ensuring efficient use of resources, equipment, and training. 
  • Manage the time and attendance of staff members  
  • Conduct Performance evaluations  
  • Set and monitor the achievement of SMART goals and initiatives within the Division.
KEY TECHNICAL COMPETENCIES:
  • Demonstrated experience in leading, mentoring, and developing cross-functional teams.
  • In-depth knowledge of local, national, and regional HSSEQ regulations, standards, and best practices.
  • Expertise in identifying, assessing, and managing potential risks within health, safety, security, environmental, and quality domains.
  •  Ability to drive continuous improvement across HSSEQ functions by identifying opportunities for enhancing safety, quality, and environmental performance.
  • Strong project management skills with the ability to lead and execute HSSEQ initiatives within timelines and budgets.
  • Focus on ensuring high standards of product and service quality while maintaining customer satisfaction.
  • Ability to develop and manage sustainability programs that reduce environmental impact and promote corporate social responsibility.
  • Competence in using technology to support and enhance HSSEQ systems and processes. 
QUALIFICATIONS AND EXPERIENCE:
  • Bachelor's degree in Environmental Science, Occupational Health & Safety, Engineering, Facilities Management, or a related field (Master’s preferred). 
  • Strong knowledge of OSHA, Health & Safety legislation in Trinidad and regional islands, and international best practices. 
  • Certifications in ISO 9001, ISO 14001, Facilities Management, or related areas are an asset. 
  • Experience in risk management, emergency preparedness, environmental compliance, security, and quality management. 
  • Minimum of 7-10 years’ experience in HSSEQ and/or Facilities Management, preferably in acorporate settingwith at least 5 years in a managerial capacity. 
  • Experience in managing multiple HSSEQ functions (health, safety, security, environmental, quality) within a complex and multi-territory organization. 
  • Proven track record of implementing HSSEQ programs and achieving measurable improvements in safety, environmental performance, and quality. 
  • Strong knowledge of health, safety, environmental, security, and quality regulations and best practices. 
  • Proven ability to develop and implement integrated management systems and drive continuous improvement.
