LICENSING OFFICER (TEMPORARY FOR 6 MONTHS)

 

Job Summary

To administer the process for ensuring the timely and accurate authorizations of first-time applications and renewals of telecommunications licenses and equipment standardization and certification, in accordance with the Telecommunications Act Chapter 47:31.

 

 

Key Duties and Responsibilities

  1. Conduct research and due diligence on applications for licences and equipment certification in accordance with established timeframes and procedures outlined in the department’s policies and service delivery requirements.
  2. Ensure applications for licences and renewal of licences adhere to the requirements of the licensing process.
  3. Review and evaluate license conditions, regulations and industry codes of practice and make recommendations as they relate to respective licence applications.
  4. Assist with the management of other related licensing process matters as may be required.
  5. Perform the necessary quality checks on applications received for equipment certification in accordance with equipment standards and policies prior to approval.
  6. Liaise with internal and external stakeholders to treat with queries related to the licensing of telecommunications resources and certification of equipment.
  7. Liaise with customers and applicants to resolve issues related to licensing and equipment certification applications.
  8. Maintain the licensing database using the Automated Spectrum Management System (ASMS) and records within the Electronic Document Management System (EDMS) as applicable.
  9. Verify the accuracy of data entered by the Licensing Affairs Representative in the licensing database.
  10. Administer the ASMS by providing end user support; testing, troubleshooting, and developing workflows prior to upgrades; and by modifying functionality to meet specific requirements of national regulations and procedures based on policies outlined by management.
  11. Review and update processes and procedures for the licensing and equipment certification processes for approval.
  12. Conduct required research for drafting frameworks and/or plans or policies for equipment standardization and certification.
  13. Prepare documents and reports on various aspects of the licensing and equipment standardization and certification processes as required for the Authority’s annual, market and/or financial reports.
  14. Draft RFQ/RFP for competitive applications for spectrum as well as procurement of software tools and equipment related to the Licensing function as required.
  15. Establish and maintain relationships with an array of professionals in telecommunications, regulatory and other fields.
  16. Identify and review service provision and make recommendations to the Manager Licensing to ensure continued service improvement to licensees where applicable.
  17. Monitor and guide the Licensing Affairs Representative(s) in the performance of their duties.
  18. Comply with the HSE policy & procedures of the Authority and cooperate with workplace health and safety measures and initiatives.
  19. Take reasonable care for own safety and the safety of others and report all accidents, injuries, near misses and hazards to Manager/Supervisor.
  20. Perform other related duties as required by job function.

 

 

Qualifications and Experience

  • Recognised Bachelor’s Degree in Engineering, Telecommunications or related field.
  • Minimum of three (3) years’ related working experience at a professional level.
  • Experience within the telecommunications, broadcasting and/or ICT sectors would be an asset.
