The Management Institute for National Development (MIND) is the Government of Jamaica’s training institute, with the mandate “to provide effective leadership development and management training appropriate to all levels, and in line with the demands of a modern and competitive public service”.

The MIND seeks to identify suitably qualified and competent individuals for the role of Learning and Development Specialist 

Job Summary : The Learning and  Development Specialist is  charged with the responsibility to: Deliver programmed, customized and online training; Coordinate the administration of programmes and courses; Provide business development and product planning/development support; Conduct applied and academic research

1.0          Responsibilities

 1.1  Learning Facilitation  

  • Deliver training courses or segments of courses as programmed or customized for a specific client, as assigned and/or agreed, and in keeping with performance objectives
  • Facilitate training across a range of qualification types and levels, in day or evening sessions, seminars or online as appropriate
  • Conduct research as necessary for the preparation of course content  to support high quality and relevant training delivery
  • Plan and prepare facilitation sessions
  • Utilize current training methods, techniques and delivery mechanisms, and vary as necessary to match the distinctive requirements of groups of participants
  • Monitor performance of participants
  • Respond to queries and issues raised and support participants through an advisory role
  • Ensure training room /environment supports training

1.2 Programme/Course Coordination and Administration  

  • Undertake course coordination activities across campuses as assigned, and execute in accordance with Agency procedures and policies
  • Participate in the selection of participants for courses/programmes with specific selection criteria
  • Recommend  selection of Associates and faculty and provide feedback on the quality of training delivered 
  • Prepare reports, memoranda, correspondence, newsletters, and bulletins
  • Provide academic counseling/advice to participants
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless service delivery and excellent customer relations
  • Coordinate and participate in the development and administration of assessment instruments and marking of assessments
  • Invigilate examinations
  • Ensure the timely submission of assessment results
  • Prepare and maintain accurate participant records and monitor participants' progress, achievement and attendance
  • Prepare training schedules/timetables
  • Ensure the timely submission of participants’ records to the Registry
  • Contribute to the development and review of new policies

 1.3 Product Development

  • Assist with the development of new programmes
  • Assist with programme/course evaluation, revision and update
  • Work in collaboration with the product planning and business development units
  • Consult with public and private sector representatives to inform curriculum and training delivery
  • Assist with the design and development of training manuals

Minimum Qualifications and Experience

  •  Masters Degree in relevant discipline
  • Teaching/Training Certification
  • A minimum of five (5) years related work experience

Compensation  GRADE 7 :  J$ 4,266,270
