Land Officer, Right of Way (Legal and Corporate Affairs) (On Contract) - Job ID# 14261

OBJECTIVE/PURPOSE  

  • Provides support services to land and right of way (“ROW”) for acquisition and regularisation of properties for the construction of new transmission and consumer pipeline and facilities and for existing pipelines and facilities.
  • Provides ROW support services to the NGC for the effective operation and maintenance of all its land-based assets crop assessments, title investigations, and monitoring of ROW procedures.

FUNCTIONS

  • Initiates and conducts processes for the regularisation of right of way for natural gas pipelines in accordance with company policy and procedure to promote the operational objectives of the NGC.
  • Identifies proposed routes via Universal Transverse Mercator (UTM) sheets and submits in accordance with set time frames.
  • Provides ROW support to various project teams as assigned by ROW Supervisor.
  • Conducts negotiations and investigations and makes settlement recommendations subject to internal approvals for third-party damage claims associated with the construction and operation of NGC pipelines and facilities, including but not limited to crop, license agreements, and property damage in accordance with Company Policy and procedure to promote the operational objectives of the NGC.
  • Drafts documents including letters, licenses, agreements and submits for review and approval by Supervisor and legal personnel.
  • Conducts field visits and liaises with assigned inspectors, engineers and relevant personnel to ensure that field operations comply with ROW requirements and limits.
  • Conducts crop counts for assessing compensation and arranges for execution of same.
  • Conducts preliminary searches from public property records and verifies information for accuracy and precision.
  • Conducts investigations on titles and/or claims and submits findings that aid in effective decision-making.
  • Facilitates the execution of new and renewal agreements/licenses on behalf of the NGC and functions in accordance with company policy, procedures and guidelines.
  • Serves legal notices on behalf of the NCG and executes this function in accordance with company policy, procedures and guidelines.
  • Provides support in the title regularisation process and liaises with all relevant stakeholders to coordinate the implementation of same.
  • Engages in the process of document notarisation by liaising with relevant suppliers and coordinating the preparation and delivery of same in a timely manner.
  • Assists in the facilitation of swearing of legal documents, stamping and registration of same.
  • Acts as first responder to field reports, investigates issues and/or claims and reports on findings.
  • Submits reports in accordance with set time frames.
  • Obtains and provides detailed information on rates of tax imposition and/or charges outstanding against properties via searches.
  • Provides ROW support to various project teams as assigned.
  • The transfer of all information to database personnel for record keeping.
  • Drafts responses via memos, letters, etc. for vetting by ROW Supervisor.
  • Executes any other related duties as assigned.

MINIMUM REQUIREMENTS

  • Diploma in Paralegal studies or Associate Degree in Law or Management.
  • A minimum of two (2) years’ experience in land acquisition matters in the oil and gas industry
