Job Summary:
The Procurement and Contracts Officer is accountable for the negotiation, issuing requests for quotations, execution and administration of all service contracts for the procurement and delivery of goods and services on behalf of the client. The position also has responsibility for ensuring compliance with governmental regulations, The Office of Procurement Regulations and the client’s internal Procurement Rules and Procedures, corporate guidelines and performance objectives. These activities are expected to be conducted safely, ethically, cost-effectively and reliably and must be delivered in a manner that consistently adds value to the client's overall business.
The client engages, from time to time, a series of service providers to deliver a range of goods and services in support of the company's operations. Such services must be procured and delivered in accordance with pre-determined and agreed specifications of price, quality, quantity and timeliness as well as such other specifications and statutory requirements which the company may determine and set from time to time.
Job Requirements:
- The position of Procurement and Contract Officer is expected to seek the interest of the client in both the identification and prequalification of select service contractors
- as well as in the negotiation, execution and administration phases of service delivery.
- The position requires significant knowledge of the supplier-identification and contract-administration processes and must be especially skilled in the resolution of legal liabilities and other related commercial issues in the contract administration process.
- The position receives general guidance and direction from the Supervisor, Supply Chain Management with whom they mutually establish tasks and objectives with that office, provide data for assimilation by the Supervisor, Supply Chain Management for the development of the annual budget and provide advice and guidance to staff as the needs arise.
- The position interfaces internally with the Law Department, Operations, Engineering, HSSS, Finance Technology and Risk and externally with vendors, governmental and other regulatory agencies.

Nature & Scope:
- The position of Procurement and Contracts Officer essentially negotiates and executes service contracts for procurement of goods and services on behalf of the client. This responsibility is executed in the main, through a series of supplier-identification, contract negotiations with special emphasis on cost savings, performance-administration and performance monitoring processes.
- The contracts and procurement services activity is supported by administrative systems which pre-qualify contractors, monitor and report on supplier compliance with the pre-qualification system and otherwise document supplier information and performance.
- The Procurement and Contracts Officer is expected to provide monthly and adhoc reports as required, review and register the requested documents of service contractors, monitor their delivery requirements and otherwise audit the service delivery process to ensure that the interests of the client in the procurement and supply of goods and services are optimized.
- The position's performance expectations are clearly detailed and understood and are expected to be achieved through the application of the position's technical and managerial capabilities.
Duties & Responsibilities:
- Negotiates and executes contracts for procurement of goods and services on behalf of the client.
- Monitors the performance of company contracts and reports on contract performance, non-performance and other delinquencies.
- Reviews, formulates and implements systems for ensuring both the client and the suppliers' compliance with their obligation under all contracts.
- Develops and maintains contract administration systems. Logs, tracks and records all aspects of the procure to pay cycle.
- Participates in the planning of business strategies both in general to the Supply Chain Department and specific to the Contract Administration function.
- Sets up, implements and reviews blanket order contracts and facilitates Blanket releases.
- Provides information on insurance and financial claims, general commercial issues, audit requirements and otherwise reviews and recommends changes to the existing contract administration systems.
- Generates reports on a routine basis as required by the OPR and as directed by the Supervisor, Supply Chain Management.
Job Qualifications and Experience:
- BSc. Degree in Business Management, Supply Chain Management, Economics or Engineering.
- A Graduate Diploma from the Chartered Institute of Purchasing and Supply (CIPS) or Certification from the Institute for Supply Management will be considered an asset.
- Five (5) years' experience in a similar function.
- Experience in the petrochemical industry will be considered an asset.
Job Skills and Knowledge:
• Knowledge of procurement principles, practices, regulations and standards related to procurement
• Knowledge of cost management and tender evaluation techniques
• Knowledge and application of contract law
