The Human Resource Officer reports to the HR & Administration Manager and provides day to day administrative and technical support in the HR & Administration Department. Additionally, the Human Resource Officer supervises the Administrative Assistant (pool), the Driver/Courier and Office Attendant.

A. POSITION PURPOSE:

The Human Resource Officer reports to the HR & Administration Manager and provides day to day administrative and technical support in the HR & Administration Department. Additionally, the Human Resource Officer supervises the Administrative Assistant (pool), the Driver/Courier and Office Attendant.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

  • Interpret approved Human Resources Policies and Procedures and provide technical advice to Department Head on their application or implementation.
  • Conduct the recruitment function for filling vacant positions and ensure that appointments, acting and promotions, transfers and terminations are implemented fairly, equitable and in accordance with contractual agreements.
  • Administer the application of the Company’s Compensation, Benefits and services to ensure compliance with statutory requirements and that employees receive them within the stipulated policy guidelines and time frames.
  • Prepare operational, informational and statistical Human Resources reports as required.
  • Provide research and direction in the establishment of appropriate policies and procedures in all aspects of Human Resources Management.
  • Assist in the execution of periodic Human Resources Audits to ensure compliance and consistency of application of Human Resources Policies and Procedures by Department Heads.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Bachelor’s Degree in the disciplines of Human Resource Management, Business Management or any other related field.
  • Training or certification in any related HR or Industrial Relations courses.

Experience: Desired

  • Five (5) years’ experience in an HR/Corporate Services position or related field.
  • Experience in Public Sector/State Enterprise and a Post Graduate Degree will be considered an asset.

Behavioural Competencies: Desired

  • Highly confidential.
  • Good interpersonal skills.
  • Excellent verbal and written communication skills.
  • Strong planning, organization, management and supervisory skills.
  • Ability to work independently and in a team environment.

Technical Competencies: Desired

  • Sound knowledge of recruitment strategies, sourcing methods, applicant screening and interview techniques.
  • Knowledge of performance management processes, including goal setting, performance evaluations, feedback mechanisms and performance improvement plans.
  • Knowledge of labour laws and employment regulations.
  • Working knowledge of all functional areas of Human Resources.
  • Working knowledge of Microsoft Office applications is required.
  • Policy writing and updating.
