HUMAN RESOURCE OFFICER

JOB SUMMARY:  

This is a very responsible administrative position, primarily responsible for the coordination and management of the human resource programmes of the institution.  This will be accomplished by providing advice and assistance to management and staff in organizational effectiveness, compensation and benefits, labour relations, recruitment and selection, disciplinary matters, and training and development.

DUTIES AND RESPONSIBILITIES include (but not limited to) the following:

  • Core Responsibilities

    1. Responsibilities for leading the planning, coordination and maintenance of human resources programmes in the areas of compensation administration, classification, performance appraisal process, and provides for consistent interpretation and administration of the institution’s benefit plans and personnel policies.
    1. Responsible for the leading and coaching of supervisors in the procedures and administration process of the institution’s recruitment and selection programme.
    1. Provide advice, support, and assistance to staff on issues related to the human resources functions, maintaining confidentiality.
    1. Responsible for employee relations in the areas of organizational effectiveness, leadership development, and employee training in conjunction with the institution’s organizational effectiveness initiatives.

    Specific Duties

    Recruitment and Selection

    1. Responsible to take a lead role in providing advice and assistance to supervisors in the recruitment and selection process for vacant positions.  This includes working with the supervisors / heads of department in developing an updated job description if necessary, advertising (using the most suitable media), short listing of applications, participating in the interview process or coordinating same, prepare the letter of offer, and conducting the HR portion of the employee orientation at the time the new employee starts.
    2. Assist managers and supervisors with the monitoring and preparation of performance management processes of supervised employees.
    3. Evaluate jobs to ensure that positions are correctly classified and that position descriptions are up to date.
    4. To assist and monitor personnel policies for implementation and to ensure that the programmes are in line with the goals of the Strategic and Corporate plans.
    5. Respond to or to assist in the preparation of salary surveys when necessary.

    Training & Development

    1. Develop personnel policies and procedures to support training and development for the institution in conjunction with succession planning.
    2. Evaluate effectiveness of training and development initiatives.
    3. Develop Human Resource skills in managers and Supervisors.
    4. Promote staff development through identifying, organizing and implementing training needs by integrating human resource services, processes and practices.

    Human Resource Planning / Management

    1. Develop and review policies, procedures and guidelines to assist supervisors in the consistent administration of policies.
    2. Assist with gathering data and statistics with respect to “attendance management”, analyzing the data and providing recommendations on trends and programme enhancement.
    3. Maintaining currency of Human Resource matters, identifying and analyzing emerging personnel and human resource management issues.
    4. Analyze group benefit coverage on an ongoing basis, identifying changes in coverage, carrier or approach as required.
    5. Assist in coordinating compensation matters of employees.
    6. Undertake special projects as required by the V P Administration.
