JOB DESCRIPTION
HUMAN RESOURCE AND ADMINISTRATIVE MANAGER
The Human Resource and Administrative Manager is responsible for the overall administration, coordination, and evaluation of the human resources plans and programs in order for the efficient operations of all the Departments within the Organization. The Human Resource and Administration Manager will also be responsible for leading the Human Resources practices and objectives that will provide an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and ongoing development of a superior workforce.
This position also contributes to the development of the organization’s standards, strategies, policies and practices. This position reports directly to the Chief Executive Officer (CEO).
Responsibilities:
- Formulate and recommend human resource policies and procedures in the areas of employment, wage and salary administration, recruitment, training and staff development, benefits and employee services including succession planning.
- Develop and monitor overall HR strategies, systems, tactics and procedures across the organization
- Provide guidance and advice to the Senior Management team on all employee related issues and practices.
- Ensure that the Company’s overall human resources policies, rules, regulations and procedures comply with Jamaican Laws
- Creating and revising job descriptions
- Developing, analyzing and updating the company’s evaluation program
- Oversee and manage a performance appraisal system that drives high performance
- Maintaining and revising the company’s handbook on policies and procedures
- Revising the company’s compensation and benefits program making recommendations where necessary
- Oversee the implementation of new procedures and projects
- Nurture a positive working environment to include counselling
- Bridge management and employee relations by addressing demands, grievances or other issues
- Overseeing recruitment efforts for all personnel, including writing and placing job ads
- Conducting new employee orientations and training
- Overseeing exit interviews
- Maintaining department records and reports
- Participating in administrative staff meetings
- Establishing a recruiting, testing and interviewing program
- Design, manage and conduct ongoing staff training
- Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors.
- Ensure legal compliance by monitoring and implementing applicable human resource procedures by labour requirements, conducting investigations, maintaining records, and representing the organization at hearings.
- Preparation and presentation of weekly and monthly HR Department report
- Review reports and operations of each department which would include:
Service Delivery Department
- Ensure that service delivery is upheld
- Review effectiveness of Bearer system to ensure efficiency and effectiveness
- Ensure that the Customer Service Charter is adhered to
Security and Maintenance Department
- Ensure that review system is in place for camera recordings
- Monitor security guards and surveillance staff
- Monitor grounds staff
- Monitor janitorial staff
Man Power Management
- Ensure that staff report to work on time
- Ensure that staff adhere to dress code
- Ensure appropriate permission is granted in order for staff to leave office during working hours
- Ensure that staff adhere to designated lunch time
- Approve staff application for day leave, sick leave, vacation leave
- Maintain a safe and secure work environment
- Developing personal growth opportunities and staff reward/recognition system
Branch Visits
- Ensure that branches are kept clean and tidy
- Identify branch needs and address same
- Ensure that branches are compliant with company policies and procedures
Staff Reporting
- Ancillary Staff
- Bearer
- Security Guard
Requirement
1. Bachelors Degree in Human Resource Management
2. Minimum 4-5 years in a similar position
3. Must own and operate a reliable motor vehicle
4. Proficiency in HRIS
5. Strong knowledge of Jamaican labour laws
