RESPONSIBLE FOR LEADING THE STRATEGIC DIRECTION FOR SUPPLY CHAIN MANAGEMENT WITHIN THE AUTHORITY WHILE SUPPORTING THE ACHIEVEMENTS OF THE NORTH-CENTRAL REGIONAL HEALTH AUTHORITIES STRATEGIC MANDATE.

Applications are invited from suitably qualified persons to fill the following position at the North-Central Regional Health Authority (NCRHA). 

                                                                               

GENERAL MANAGER, PUBLIC PROCUREMENT AND SUPPLY CHAIN MANAGEMENT 

 

The incumbent will be responsible for leading the Strategic direction for Supply Chain Management within the Authority while supporting the achievements of the North-Central Regional Health Authorities strategic mandate.

 

Main Responsibilities: 

  • Lead the strategic direction for supply chain management within the North-Central Regional Health Authority.
  • Develop Supply Chain Management policies and strategies for implementation within the North-Central Regional Health Authority.
  • Develop Supply Chain Management processes and procedures inclusive of digitization and digitalization.
  • Develop relevant internal policies as it relates to supply chain management and procurement by the organisation.
  • Identify the supply risks associated with each category of goods and services being procured.
  • Develop the Annual Procurement Plan.
  • Provide reporting on the implementation of the procurement strategy/plan.
  • Recommend execution and actions required based on agreed procurement strategy as well as short-term and long-term supply chain needs within the organisation and by the external environment.
  • Manager total procurement in accordance with the approved Annual Procurement Plan.
  • Develop category level procurement strategies including those involving collaboration with other public entities.
  • Monitor and measure procurement performance and draft the annual Procurement Performance Report.
  • Collect the necessary information to undertake a market analysis using an appropriate market analysis tool and formulates and implements strategic tactics based on the market analysis in conjunction with the Procurement team.
  • Recommend the updating and improvement of the Handbook and Special Guidelines.
  • Draft reports as required by the Office of Procurement Regulation.
  • Approve category and significant procurement strategies.
  • Develops and manages an efficient filing system that ensures that procurement, disposal and contract management records are maintained and readily available when required for submission to Internal Audit and the OPR.
  • Refines internal policies and procedures to improve the integrity, efficiency and effectiveness in consultation with stakeholders and staff.
  • Establish and enhance key performance indicators and metrics for procurement practices with a view to continuous improvements in consultation with Management.
  • Collect the necessary information to undertake market analysis using an appropriate market analysis tool and formulate and implement strategic tactics based on the market analysis in conjunction with the Procurement Team.
  • Advise on procurement and disposal recommendations made by the Manger, Public Procurement.
  • Develop disposal and procurement strategies for all categories in accordance with the Procurement framework.
  • Undertake disposals and significant procurement actions involving the acquisition of goods and/or services in high value and/or high-risk categories.
  • Monitor compliance with approved standardized forms and sensitive and train stakeholders in the use of standardized forms.
  • Oversee the reviews and signs off an evaluation and negotiation reports for all procurement processes and documentation for submission to the relevant Committees.
  • Evaluate the department’s performance and implement strategic methods for improvement.
  • Recommend the evaluation committee.
  • Performs other related duties as directed by the organisational relationship.

 

Minimum Qualification, Requirements and Experience:

  • Master’s Degree in Supply Chain Management and/or Procurement Logistics.
  • Bachelor’s Degree in Business Administration, Law, Finance, Purchasing, Supply Chain Management, Logistics or its equivalent from a recognized University.
  • Professional Certification in Procurement and Supply (CIPS), Level Six (6) or its equivalent.
  • At least ten (10) years relevant experience of which five (5) must be at a senior management level.
  • Knowledge and experience of Contract Management and Procurement.

  

* Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed programme is accredited in Trinidad and Tobago. *
