FINANCE MANAGER (FM)

Stichting Kadaster- en Hypotheekwezen St. Maarten (Kadaster) is  the official registrar of the ownership of immovable properties in St. Maarten. Individuals and establishments such as notaries, real estate companies, banks, and law firms, as well as the judiciary system utilizes the information from Kadaster as the official registrar of properties. Based on its tasks as established by law, Kadaster plays a crucial role in the overall economic development of St. Maarten.

ROLE SUMMARY

The Finance Manager is a key member of the management team, reporting directly to the Managing Director. This role oversees comprehensive financial processes and operational tasks, ensuring both strategic financial planning and day-to-day execution are performed with precision. The Finance Manager will work closely with internal departments while managing external relationships with auditors, banks, vendors, and other stakeholders to safeguard the organization’s financial integrity and drive continuous improvement.

KEY RESPONSIBILITIES:

  • Budgeting and Forecasting: Develop and present both operational and strategic budgets, aligning financial priorities, forecasting revenue and expenditures, and ensuring policy compliance.
  • Financial Process Management: Oversee day-to-day financial operations by ensuring accurate reporting, effective budget execution, and robust internal controls. Provide operational support to enhance financial processes and maintain adherence to established policies.
  • Invoice Processing & Payments: Record, verify, and process invoices accurately in QuickBooks, ensuring timely payments and maintaining organized records.
  • Customer Payments & Reconciliation: Monitor and reconcile customer payments, issue statements, follow up on overdue accounts, and maintain detailed financial records.
  • Payroll Processing & Compliance: Manage the end-to-end payroll process using Payroll Pro, ensuring accuracy, adherence to tax regulations, and prompt resolution of payroll queries.
  • Bank Transactions & Cash Management: Oversee daily cash flow, reconcile accounts, implement internal controls, and ensure compliance with financial policies.
  • Financial Reporting & Analysis: Prepare P&L, Balance Sheet, and Cash Flow statements, ensure data accuracy, and provide financial insights for decision-making.
  • Fixed Assets Management: Maintain accurate records of fixed assets in compliance with accounting policies, facilitating efficient audits and asset tracking.
  • Year-End Audit Preparation: Organize audit files, prepare reports, collaborate with auditors, and ensure compliance with audit requirements and standards.
  • Technology and Innovation: Promote the adoption of advanced technologies for better service delivery and oversee the development and maintenance of information systems.

 Qualifications and Skills:

  • HBO diploma in Business Administration, Accounting, Finance, or a related field.
  • At least 3-5 years of relevant work experience in financial management, including budgeting, payroll, and reporting.
  • Experience with financial software such as QuickBooks and Payroll Pro.
  • Familiarity with preparing financial statements and working with auditors.
  • Financial and analytical skills.
  • Proficiency in Microsoft Office Suite.
  • Technical proficiency in financial systems and tools.
