A. POSITION PURPOSE:

The Estates Manager is to perform the full range of Land/Real Estate management duties including overseeing all Agricultural land leasing, strategic estate management and land surveying activities for the management of 6,268 Acres of lands vested in EMBD, performing functions as required under relevant public procurement legislation and assessing, recommending and implementing plans and strategies for the optimal commercialization of these lands for the benefit of Tenants/Farmers, EMBD as Landlord and ultimately making positive impact on the national food basket.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

Leasing and Tenant Relations

  • Oversee tenant relations, address concerns, and resolve disputes in a timely and professional manner.
  • Serve as the primary point of contact for addressing inquiries, resolving issues, and ensuring compliance with lease terms.
  • Monitor leasing activity, occupancy rates, and rental income to track performance against targets and identify areas for improvement.
  • Mitigate risks associated with leasing activities, such as property damage, liability issues, and disputes, through proactive management and adherence to best practices.
  • Collaborate with internal stakeholders, including Legal, Finance, and HSSE to streamline leasing processes, address challenges, and optimize leasing outcomes.
  • Cultivate relationships with external partners, including tenants, government agencies, and community organizations, to support leasing objectives.

 

Regulatory Compliance and Risk Management

 

  • Ensure compliance with regulatory requirements related to land use, water usage, and environmental conservation.
  • Preparation and maintenance of a Land Administration Manual which would include legislation, regulations, and policy decisions, references to Cabinet Notes and be used as the guiding document for the department.
  • Coordinate due diligence activities including environmental assessments, title reviews, and zoning evaluations.

 

Land Surveys and Estate Management

  • Manages the lead the land surveying team by providing guidance, assigning tasks, and fosters a collaborative work environment between land survey and land administration.
  • Review and approve in conjunction with the Land Surveyor, surveying reports, maps, and data to ensure accuracy and compliance with leasing requirements, where applicable.
  • Maintain open communication with the Legal Department on all potential litigious matters.
  • Collaborate with Land Surveyor and Projects teams to identify surveying needs and resolve technical issues in regards to residential and agricultural estates.
  • Provide guidance on surveying methodologies, equipment selection, and quality control measures to ensure consistent and reliable results.
  • Maintain updated knowledge of surveying technologies, industry trends, and regulatory changes for decision making.
  • Liaise with regulatory agencies and authorities to obtain necessary permits, approvals, and certifications for surveying activities.
  • Conduct site inspections and assessments to verify surveying data accuracy, identify potential risks, and propose mitigation strategies.
  • Implement effective estate management strategies to optimize the performance and value of agricultural properties.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Bachelor’s Degree or acceptable equivalent in the disciplines of Land Management, Business Management, Law, Land Surveying or any other related field.

Experience: Desired

  • Ten (10) years’ experience in Land/Real Estate Management.
  • Five (5) years’ Senior Management Leadership/C-Suite experience directing a multi-disciplinary team or other suitable Senior Management experience.
  • Experience in Public Sector/State Enterprise and a Post Graduate Degree will be considered an asset.

Behavioural Competencies: Desired

  • Ability to establish and maintain effective working relationships.
  • Ability to exercise discretion and maintain confidentiality.
  • Excellent written and oral communication skills, strong organizational skills and ability to prioritize to meet deadlines.
  • Critical thinking skills.

Technical Competencies: Desired

  • Strong knowledge of modern survey instrumentation and survey CAD packages.
  • Demonstrative experience of modern survey instrumentation, including data modelling and manipulation through a survey CAD package.
  • Management experience of estates.
  • Proficiency in Microsoft Office.
  • Good understanding of the construction and maintenance industries.
