KEY DUTIES AND RESPONSIBILITIES: - Assists the Director of Crown Land (DCL) with the day-to-day operation and management of the Crown Land Unit.
- Assists the Director in ensuring that all statutory and other approved functions of the Crown Land Unit /Department are fulfilled, in accordance with the Crown Land Ordinance and the Crown Land Policy, in relation to the disposition of Crown Land, with particular reference to Commercial leases.
- Assists the Director in ensuring that all allocations of Crown Land meet the legal and policy requirements;
- Assists the Director of Crown Lands in planning the annual budget and operations of the Crown Lands Unit /Department, including the setting and monitoring of performance indicators.
- Monitors and reports on the implementation of the Crown Lands Policy and make assessments, based on available and collected data, on whether the Policy is meeting its objectives; and make recommendations to the Director of Crown Land on any amendments to the Policy and /or procedures that are needed in order to fulfill overall Policy objectives.
- Liaises with Investment Unit to ensure that areas of Crown Land suitable for potential commercial development are identified and actively marketed to potential developers, including providing maps and information about environmental considerations, physical features etc. that may be of interest to potential developers.
- Assists with the evaluation of applications for commercial crown land, including competing bids for areas of Crown Land for commercial developments and make recommendations, in accordance with the Crown Land Ordinance and Policy.
- Ensures the processing of applications for Crown Land are in accordance with all statutory and policy requirements and makes recommendations to the Director for approval or rejection of applications.
- Co-ordinates the drafting of land tenure instruments and ensures that they are executed and registered in accordance with established procedures.
- Ensures that the responsible Land Administration Officer monitors all Crown leases, licenses, easements, etc., to ensure that the terms and conditions and all statutory requirements are observed.
- Ensures that the responsible Land Administration Officer maintains a database on the status of all crown land, including an inventory of Crown land, allocation records and rents received.
- Liaises with other TCI Government departments and agencies to ensure that the Crown Land Policy is being implemented and that Crown land allocations take place on a systematic and planned basis in accordance with policy.
- Assists the Director in the supervision of the work of the Assistant Director, who has specific responsibility for the processing of applications for residential crown land, revenue collection and the management of delinquent accounts.
- Acts for the Director of Crown Land during his absence on leave.
MINIMUM QUALIFICATIONS & EXPERIENCE: - A Bachelor’s Degree from an internationally recognized University or Institution of Higher Learning, in surveying, land or estate management, land economics, geography, law, economics, environmental management, business, finance or a closely related field;
- Membership of an internationally recognized professional association such as the Royal Institute of Chartered Surveyors will also be considered.
- A Master’s degree will be asset.
- Five (5) years professional experience, preferably working in property or tourism development.
SALARY: Grade 9: $75,363.00 per annum plus allowances |
