Deputy Health Services Commissioner
Mandate:
The Deputy Health Services Commissioner provides technical support to the Health Services Commissioner, and assists with managing and improving primary and tertiary healthcare services. This role provides strategic and operational support to enhance healthcare delivery, quality, and accessibility across the island. The Deputy Health Services Commissioner will be responsible for ensuring the day-to-day operations of the Department of Health Services are in keeping with the Government of Anguilla’s mandate to deliver high quality health care services to the residents of Anguilla.
With the support of the unit heads and staff, the Deputy Health Services Commissioner will ensure that the departments operational and strategic plans are in line with the overarching plans and direction of the Ministry of Health and compliant with all the relevant policies, procedures and legislation of the Ministry and the government as a whole.
Key Functions
- Assist in formulating and implementing strategic plans for primary and tertiary care services in Anguilla.
- Contribute to the development of a coherent system of continuous quality improvement and promote, implement and institutionalize the approved system.
- Coordinate and integrate the efforts of senior managers of the DHS in pursuit of the MoH’s objectives and achieve clearly-defined outcomes within specified time, performance and budget parameters.
- Oversee the day-to-day operations of the Department.
- Assist with the annual preparation and management the budget and the revenue collections, capital and recurrent expenditures for the Department of Health Services.
- Assist in performing performance management of key staff members.
Key Duties (A Few)
- Support the effective coordination and integration of services across the healthcare continuum
- Monitor and evaluate the performance of primary and tertiary care services against established standards and key performance indicators (KPIs).
- Assist with the recruitment of short term staff to fill HR gaps and aid in developing and implementing health policies relevant to primary and tertiary care.
- Coordinate procurement requests for medicines, supplies, equipment and other needs and relay to the HSC.
- Support the HSC in the preparation of the annual budget and quarterly financial reports and assist with the management of revenue collections, capital and recurrent expenditures for the Department of Health Services to the Permanent Secretary.
- Contribute to the development of the five (5) year Strategic Plan for the Ministry of Health by assisting the HSC with the development of the annual operational plans for the department.
- Lead the development and updating of business continuity plans as a part of disaster preparation activities.
- Support the HSC in the establishment or revision of methods, standards and procedures for problem identification, investigation and correction.
- Ensure all units within the Department of Health Services are guided by updated policies and Standard Operating Procedures.
Professional Qualifications
Master’s Degree in health care management or a health related discipline. Evidence of Financial Management or Accounting qualifications or background would be an asset. Demonstrable experience at a senior managerial level with progressive exposure to senior management and executive management work situations. The incumbent should possess demonstrable evidence of successful leadership of a comparable health care organization or system and setting.
The foregoing may be evidenced by a minimum of five (5) to eight (8) years leadership/top management experience in providing leadership, direction, administration and management in a comparably-sized hospital or health system, preferably from a well-respected academic medical setting or similar organization.
