The Divisional Manager, Marine (DMM) reports directly to the CEO-TTIT and is the key liaison between the Vessel Management Team and the other Management Staff responsible for overseeing the operation and maintenance of the vessels under the purview of TTIT. The incumbent must demonstrate the ability to make a significant contribution to the achievement of maritime business strategies and operational goals in accordance with the Port Authority Act and the TTIT’s Strategic Plan.
KEY DUTIES AND RESPONSBILITIES |
- Contributes to the development and implementation of the TTIT’s Strategic Plan;
- Develops, implements and monitors the Division’s annual business plan;
- Co-ordinates the work activities of the Division and effectively manages all staff who are assigned to the Marine Division for operational efficiency;
- Keeps track of and ensures that all marine staff possess the mandatory certification and training as are applicable to execute the various functions within the Marine Division; i.e. all personnel on the vessels and/or crafts under the control of the Government Shipping Service.
- Effectively plans and manages the manning levels on the vessels to mitigate against any short or over staffing;
- Ensures that Standard Operating Procedures (SOPs) are developed and updated to ensure compliance with all regulatory/legal requirements/policies of the Port Authority;
- Reviews, develops and implements policies and procedures to preserve the tenets of accountability and transparency of operations;
- Re-engineers existing systems and processes as are necessary for business efficiency and continuity;
- Ensures that the Division’s record management system is effective and up to date;
- Participates in the development and management of the Division’s annual budget;
- Prepares Board Papers, Cabinet Notes; Tender Documents and any other complex documents relevant to the operations of the Marine Division in a timely manner;
- Develops key performance indicators and administers the Employee Performance Management Appraisal System (PMAS) in a timely manner;
- Performs any other related duties as assigned by the Chief Executive Officer, TTIT.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES |
- High proficiency in Microsoft Office Suite
- Demonstrated leadership competencies
- Knowledge of the legal and regulatory framework governing the operations of TTIT
- Working knowledge of Occupational Health and Safety
- Knowledge of Supply Chain Management, Auditing, Fleet Management
- Comprehensive understanding of Industrial Relations Practices.
- Comprehensive knowledge of the required standards of the relevant legislation that governs the operation: STCW, SOLAS, ISM, ISPS, HSC, MLC
- Conversant with Classification Societies and Class Rules, Flag State and Coastal State Rules
- Demonstrated experience in developing and managing budgets
- Excellent communication and interpersonal skills
- Excellent research and analytical skills
- Ability to work flexible hours
- Must be physically and mentally fit for duties
MINIMUM ACADEMIC QUALIFICATIONS, TRAINING AND WORKING EXPERIENCE |
- Class 1 Certificate of Competency as a Master Mariner - Regulation A-11/2 or
Class 1 Certificate of Competency as a Marine Engineer - Regulation A-111/2 or Certificate of Competency with post graduate studies specifically in a maritime field
- Training in Occupational Safety and Health
- Minimum of five (5) years’ relevant working experience in marine operations with at least two (2) years at a supervisory level.
- Experience as a Ship Superintendent, Port Management.
