Job Summary 

The Contracts & Procurement Manager reports directly to the Chief Procurement Officer. The incumbent is required to Lead the Contracts Team to deliver PATT Contract and Procurement objectives while ensuring compliance with the Public Procurement and Disposal of Public Property Act (PPDPPA) and PATT’s Procurement Handbook and Guidelines.

Key Responsibilities

  • Manages vendor selection.
  • Leverages RFx tools to facilitate strategic sourcing and manage the RFx timeline.
  • Leads initial market research and vendor profiles to aid supplier selection.
  • Creates, issues and manages RFPs in a digital RFP management system. Manage proposal evaluation and final vendor selection.
  • Builds ongoing vendor relationships by using supplier relationship management best practices throughout negotiation, contracting, onboarding and renewal.
  • Analyzes procurement data.
  • Collects and interprets procurement data including cost analysis reporting.
  • Benchmarks spend, RFP data and returns on investment.
  • Leads cross-functional team to develop the strategy including representation of the programme/ service delivery/ requesting unit, and as required technical advice and/or contract/project management expertise.
  • Frames the research and analysis method for systematically analysing the requirement, stakeholders’ needs and issues, the operation of the relevant supply market and risks as a basis for developing the strategy.
  • Provides commercial and contractual advice to Department Managers and Project Management Teams (PMT).
  • Leads the procurement processes, systems and strategies employed for the procurement of goods, works and services.
  • Ensures effective compliance with the PPDPPA, business management system in accordance with PATT’S procedures and systems including risk and opportunity sensitivities.
  • Identifies and manages all major commercial or contractual risks or issues and work with them to ensure optimum solution.
  • Conducts project close-out activities - ensuring signature of acceptance, performance feedback and satisfactory monitoring of bonds / warranty etc.
  • Arranges all project bonds, guarantees and insurances as required.
  • Leads the capacity development and mentorship of the Contracts and Procurement team.
  • Identifies risk and coordinates the actions to implement risk mitigation strategies and plans.
  • Negotiates with vendors and suppliers to achieve optimum arrangements of the supply of   Works and Services on behalf of PATT.
  • Leads negotiations to obtain the best price, delivery, terms of payment and purchase order terms & conditions, tax exemptions, price escalation, and other factors impacting costs.
  • Evaluates and monitor contracts to ensure that vendors and suppliers comply with the terms and conditions of the contract and to determine the need for changes.
  • Performs any other duties as directed by the Chief Procurement Officer.

Required Knowledge, Skills and Abilities

  • Extensive knowledge of the principles, practices, methods and techniques of procurement and disposal management.
  • Extensive knowledge of the Public Procurement and Disposal of Public Property Act, Regulations and associated OPR Handbooks and Guidelines.
  • Sound knowledge of Tendering and Contract Law and their associated principles.
  • Sound knowledge of supply market operations.
  • Sound investigative, analytical, critical thinking, problem solving and decision making skills
  • Knowledge of relevant computer applications including e-procurement.
  • Knowledge of negotiation methods and techniques.
  • Basic knowledge of the principles of fraud detection and forensic analysis
  • Ability to use e-procurement software applications.
  • Ability to communicate clearly and concise with strong written, and oral communication skills. 

 

Minimum Requirements

 

Qualification/ Experience and Training:

  • Bachelor’s degree in Procurement/Supply Chain Management or a related field or equivalent. A master’s degree in Procurement/Supply Chain Management would be an asset; or
  • Professional Diploma in Supply Management (MCIPS) - Chartered Institute of Procurement & Supply Professional or equivalent.
  • Proficient in Microsoft Office Suite
  • A minimum of eight (8) years’ experience in procurement at a senior level with a track record of managing contracts.
  • Demonstrable experience with complex contracts and a thorough understanding of the legal framework to which the contract design must adhere.
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
