CHIEF EXECUTIVE OFFICER

Job Summary:

The incumbent is responsible for overseeing the marketing of Grenada as a tourist destination of choice and the regulation of the tourism and hospitality industry in order to increase tourist arrivals, earnings and promote competitiveness in the industry. The CEO aligns the organization's goals with legal responsibilities, offers strategic advice to the Board, cultivates partnerships, and ensures sound financial practices.  Responsibilities include: Developing and implementing a comprehensive tourism strategy aligned with national goals, including market identification, product development, and branding initiatives; identifying priorities and delivering programs to facilitate growth of the regional visitor economy; seeking out investment opportunities and industry capacity in the country, aligned with broader industry and government strategies, and in collaboration with industry, local government partners and key stakeholders.

 

Job Responsibilities:

Strategic Management

  • Drives the strategic ambition of the Authority providing visionary leadership for the implementation of the strategic objectives of the Authority on behalf of the Board and in consultation with the Line Minister.
  • Drives the development of effective and sustainable management and marketing strategies intended to improve the overall image of the destination, enhance the total visitor experience and ultimately to increase earnings from Tourism, in a manner that significantly and positively impacts the socio-economic development of the country.
  • Oversees periodically the development and review of Tourism and Hospitality Standards in order to make Grenada a more competitive destination.
  • Leverages data-driven insights to anticipate traveler behaviors, emerging markets, and technological advancements.
  • Navigates economic fluctuations, environmental challenges, and global disruptions to maintain operational stability and long-term growth.
  • Champions sustainable tourism initiatives, promoting eco-friendly practices and responsible travel.

Business Development

  • Oversees the preparation of an annual marketing plan and work programme for the operation of the Authority’s marketing programme and diversification of the tourism product.
  • Oversees branding, marketing campaigns, and digital strategies to enhance the destination’s appeal.
  • Engages in active environmental scans to identify strategic opportunities for new product developments or for improvements to the existing product that will increase the international competitiveness of Grenada.
  • Develops new revenue streams through public-private partnerships, sponsorships, and tourism-related ventures.
  • Collaborates with partners to create global product packages aligned with the Authority’s marketing strategy.
  • Ensures efficient infrastructure and tourism development that meets visitor expectations while preserving cultural and environmental assets.
  • Spearheads smart tourism initiatives, leveraging technology to enhance visitor experiences and operational efficiency.
  • Monitors and adapts to market trends and global travel shifts to sustain long-term industry growth.
  • Participate in national and international forums to promote Grenada and the country’s interests
  • Scrutinizes all promotional activities occurring in the marketplace to ensure the sustainability of market performance.
  • Liaises with tourism partners to develop appropriate global product packages in line with the Authority’s stated marketing approach.
  • Liaises with Marketing and Sales personnel overseas.
  • Provides central marketing support to the overseas offices.

 

Advocacy

  • Establishes good working relationships and collaborative arrangements with stakeholders to help achieve the goals of the Authority.
  • Advances the work of the Authority through meaningful interaction with the political directorate, and other similar regional and international bodies.
  • Develops mutually beneficial relationships with participating agencies so that the coordination function is effectively achieved
  • Represents the Authority in critical negotiations, including those that are cross-jurisdictional, achieving effective solutions in challenging relationships, ambiguous and conflicting positions.
  • Represents the Authority at national and/or international committees, meetings and other forums.

 

Governance and Resource Management:

  • Ensures that the Authority’s statutory obligations are met.
  • Advises the Board of Directors and makes recommendations on the required areas of policy.
  • Supervises and participates in developing critical path analysis and establish work schedules and programming resources to carry out programs and projects approved by the Board of Directors.
  • Uses historical, political and broader context to inform project directions and mitigate risks.
  • Develops workforce plans that effectively distribute organisational resources to achieve business goals
  • Plans for strategic use of human resources that links to wider organisational aims and goals.
  • Analyses and reviews the work of departmental reports, provides guidance to ensure that these departments’ objectives align with the objectives and required outcomes of the Authority.
  • Provides leadership, direction and a supportive environment to build an effective Senior Management Team to ensure the agile delivery of agreed organisational priority objectives

 

Financial Planning and Management

  • Models the highest standards of financial probity, demonstrating respect for public monies and other resources.
  • Oversees the development of a comprehensive annual budget and ensures that sound accounting practices and procedures are followed.
  • Assumes overall responsibility for the Authority’s subvention from Central government and any other income earned by the body and ensures the proper control and financial management of the same.
  • Works with the Board of Directors to secure adequate funding for the operation of the organization.
  • Approves expenditures within the authority delegated by the Board of Directors and administers the funds of the Authority according to the approved budget while monitoring the monthly cash flow.
  • Provides the Board of Directors with comprehensive, regular reports on the revenues and expenditure of the Authority.

 

  • Performs any other duties that may be required from time to time.

 

Knowledge

  • Extensive knowledge of the Caribbean region and its tourism products and services.
  • Extensive knowledge of the hospitality/travel industry and the unique channels of distribution (travel retailers, wholesale tour operators, airlines, etc.).
  • Extensive knowledge of governance framework and issues relating to the Tourism sector.
  • Knowledge of the Government’s governance, accountability and accounting framework, including relevant guidelines, regulations and legislation.
  • Knowledge of Government and administrative systems and public policy.
  • Sound understanding of supply and demand levers that drive the visitor economy and how these are optimised to deliver outcomes in a regional setting.

 

Skills and Abilities

  • Ability to develop and implement innovative measures necessary for regional tourism competitiveness.
  • Proven experience and positive track record in collaborating and building relationships with intergovernmental bodies, senior government representatives, and civil society.
  • Experience with international markets and an understanding of global tourism dynamics.
  • Proven track record of achievement as a successful strategic leader in a complex organisation of similar scope and scale.
  • Possesses excellent communication skills internally and externally with the wider Tourism sector, strengthening the organisational delivery reputation on a national level by putting the customer at the centre of the work of the Authority.
  • Ability to think and act strategically, and to communicate and influence at senior levels of Government, across the public sector and within industry both nationally and internationally.
  • Capacity for astute judgement and political awareness in dealing with strategic and operational issues.
  • Proven track record in shaping organisational culture of inclusion, empowerment and wellness, collaboration and trusting employee engagement to drive strong delivery performance
  • Ability to exercise Multicultural Sensitivity to different cultures and practices, with experience in adapting marketing strategies to diverse audiences.
  • Ability to demonstrate tact, diplomacy, and confidentiality in the execution of duties.
  • Strong analytical skills to assess market trends and organizational performance.

 

Minimum Requirements

  • Minimum of a Master's Degree from a recognized institution in Business, Tourism, Business Administration, and/or Marketing or related field.
  • Training in the area of tourism marketing and product development would be an asset.   
  • Minimum of ten (10) years of experience working in the tourism sector
  • Minimum of (5) years of experience working at a senior/executive management level
  • Previous corporate management experience and a proven track record for effective team management and results-driven leadership.
