Job Title:  Assistant Director Plants, Water Sourcing & Distribution

  1. JOB PURPOSE:  

The Assistant Director, Plants, Water Sourcing & Distribution develops a master plan for the production, management of quality water through optimal sourcing and distribution strategies that centre around effective customer service and sustainability through effective management and control of the Water Network.

This role supports a transformed Authority in achieving its strategic mandate through the development and execution of policies and/or programs, accountability for staffing and leading teams to achieve the stated strategic goals.

This role requires astute planning and resource management along with the ability to work with multi-disciplined teams under control and collaboration with lead professionals and leadership to achieve the stated goals for water sourcing and distribution. 


2.0KEY ACCOUNTABILITIES:

STRATEGIC LEADERSHIP AND MANAGEMENT

2.1Designs appropriate water management strategies for sourcing and producing quality water to achieve stated objectives.


2.2Develops and implements policies to support efficient water management through proper sourcing and distribution methodologies.


2.3Designs and executes the work plans and systems for effective management of well and pipeline management, water production, and plant automation and control


2.4Researches optimal approaches and technologies to enhance existing systems and to address forecasted needs for water management.


2.5Ensures the production of quality water in keeping with established standards and quality requirements.


2.6Leads the investigations process in the consideration of practices in water management


2.7Develops appropriate responses and mitigations for water wastage and leakage within the system and region under management.


2.8Reviews requests for additional water requirements for industrial users and makes recommendations based on water resource management philosophy.




OPERATIONS


2.9Designs and implements an appropriate production work plan and schedule for each team under management - well and pipeline management, water production, and plant automation and control, for the optimal use of water based on evolving needs.

2.10Leads multi-disciplined teams and processes designed to promote efficient water management techniques and systems

2.11Acts to address compliance to established quality standards in the operations and activity supporting plant production, and sourcing.

2.12Supports ongoing projects funded by external agencies in the operation and management of water production, well and pipeline maintenance, and plant automation and control.

2.13Presents research and projects for consideration and approval in the implementation of water management techniques.

2.14Completes analytical research required for the effective implementation of water management solutions by the Authority.



PEOPLE 


2.15Leads multi-disciplined teams in the implementation of an efficient water management program in the Authority for well and pipeline management, water production, and plant automation and control. 

2.16Leads the human resources activity for the unit by managing staff performance through coaching, oral and written discipline and making appropriate interventions for improved performance.

2.17Collaborates with relevant departments to promote effective water management practices and in the implementation of public awareness.

2.18Collaborates with and supervises works completed by external parties in the execution of water management techniques for the Authority.

2.19Represents the Authority to external agencies in the exploration and consideration of water management in the authority.

2.20Participates in multi-disciplined projects that considers use and management of water resources

2.21Promotes a healthy and safe culture that is compliant with government legislation, company policy, and environmental regulations and standards.



REPORTS

2.22Prepares activity and accountability reports for areas under management: wells and pipeline maintenance, water production, and plant automation and control.


2.23Prepares regular reporting on the current and forecasted status of water resources for management and decision-making.


2.24Prepares forecasting reports in accordance with the established cycle for operations and decision-making


2.25Supports works completed for project funding and execution with appropriate technical reporting.


2.26Prepares technical reporting to support forecasting and planning on water use, demand and integrated water resources management and make recommendations to achieve stated objectives. 


2.27Prepares tender management and procurement documentation as may be required to support the operations of the department.


2.28Advises on the preparation of national water resources reports.


2.29Submits relevant recommendations based on ad-hoc requests.


2.30Completes performance management reports for members of the team.


Together with such other tasks as required by the Director and which are appropriate up to the grading level of the post.

4.0QUALIFICATIONS & EXPERIENCE:

4.1.Bachelor’s degree in Engineering or similar field, and any equivalent combination of experience, training and education.

4.2Post-Graduate training and certification in Water Resources Engineering, Hydrology or equivalent.

4.3Business certification; Project Management training/ certification.

4.4At least ten (10) years’ Working experience in Water Resources Management at a senior level of at least five (5) at a managerial / senior level and in-depth knowledge of at least two (2) computer models including MODFLOW, RIBASIM, SOBEQ, DELWAQ, HYMOS, CRIWAR and In-house Management Models.

4.5Experience in Hydrology, Water Resources Planning, Environmental Management, Water Resources Systems Analysis and Financial Analysis.
