LOCATION: Based in Providenciales (with occasional travel to Grand Turk) JOB SUMMARY
The Anti-Money Laundering Supervision Department (AMLSD) is responsible for the licensing, regulation and supervision of four sectors: Money Service Businesses, Non-Profit Organisations (NPOs), Designated Non-Financial Businesses and Professions (DNFBPs) and Company Managers and Agents. The AMLSD is also responsible for monitoring the Commission’s overall AML/CFT supervision strategy.
To support the Director AMLSD, as required:
1. Monitor international AML/CFT regulatory and legislative developments to ensure that the Commission’s AML/CFT legal and regulatory framework is kept up to global AML/CFT standards.
2. Monitor the Commission’s implementation of measures to protect the TCI’s financial system from being used for money laundering, terrorist financing and proliferation financing, and assessing the effectiveness of these measures, and assisting in the development of strategies to remediate deficiencies.
3. Prepare and revise AML/CFT guidance and advisories and participate in outreach initiatives to raise awareness of AML/CFT obligations and risks identified in AML/CFT Risk Outlooks and Alerts.
4. Contribute to the TCI’s review and response on the Financial Action Task Force (FATF)/Caribbean Financial Action Task Force (CFATF) Mutual Evaluation Reports, Follow-Up Reports, and other FATF/CFATF Documents.
EDUCATION & EXPERIENCE:
- Bachelor’s Degree (or equivalent) in Law, Economics or related discipline.
- Five (5) years related experience required with at least three (3) years at a senior level.
- CFATF trained assessor;
- Association of Certified Anti-Money Laundering Specialist (ACAMS) or International Compliance Association (ICA) certification or equivalent AML/PFT specialist training certification.
SPECIFIC KNOWLEDGE REQUIRED:
- Sound understanding of the FATF Recommendations including Interpretive Notes, and the Methodology
- Significant experience in the 4th round mutual evaluation process would be an asset.
- Experience in addressing CFATF issues at a regional level, such as participation at CFATF Plenaries and contribution to CFATF Working Papers.
- Excellent knowledge of relevant laws, regulations, procedures and policies.
- Sound understanding of global sanction regimes and their impact on financial service

WORKING CONDITIONS:
- Required to travel occasionally in Providenciales, to Grand Turk, and occasionally overseas.
- Required to work beyond normal working hours, when necessary, to meet deadlines and to support the output of the AMLSD.
- Exposure to highly confidential information and ability to exercise sound judgement in its management.
